Available in PDF, EPUB and Kindle. Book excerpt: In Central and Eastern European countries, inequalities for Roma families living in marginalized communities start early and are striking. Some of these inequalities reflect hard-wired family circumstances such as being born in poverty. Others reflect lack of opportunities such as limited access to those basic goods and services that are necessary not only for realizing one's potential in life, but also for living with dignity. Gaps between Roma and non-Roma widen over the lifecycle in a way that reinforces and perpetuates disadvantage and translates into significantly unequal outcomes, despite the fact that Roma report having similar aspirations to those of their non-Roma neighbors. Promoting equal opportunities for disadvantaged Roma is not only an imperative for societies that want to call themselves fair, but it is also a smart economic choice, especially in those countries where populations are aging rapidly. Investing early, with a particular emphasis on supporting healthy and cognitive development for disadvantaged Roma children, is likely to go a long way in promoting fair chances. However, leveling the playing field in childhood is likely not enough: disadvantaged Roma continue being exposed to unequal opportunities at key nodes in their lives, such as when pursuing education or when looking for a job. Therefore, it is as important that a broader set of policies address some of the circumstances in which a large share of Roma children grow up, including access to employment and decent living conditions for their families. Implementing interventions that help overcome these interrelated barriers will require strong ownership at the national level, coordinated policies across different ministries and government levels, and an integrated delivery system that is grounded in approaches that are customized to local conditions and implemented in a participatory manner. Good practices in Europe and elsewhere show that inclusion of the most disadvantaged - including many Roma - is possible and the current programming cycle for European Funds represents a unique opportunity to fund such interventions.

Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.

This book analyses its nature and devises a consistent way of measuring the concept world-wide on the basis of a coherent theory of agency within social structure. Influenced by classical sociology and by the economist Amartya Sen, the book posits that societies need to create (a) economic security, (b) social cohesion, (c) social inclusion, and (d) the conditions for empowerment. The model is interactive and recursive; each component provides the requirements for each of the others. This book outlines the sociopolitical framework underlying ’the Decent Society' and summarises a decade of research, some of which has had a formative impact on governments’ policies. The first half contains studies of social quality based on surveys in the former Soviet Union and sub-Saharan Africa, while the second half describes the construction of a Decent Society Index for comparing very different countries across the world.
