In selecting the subject area for the first volume, we were attracted by the area to which applied modeling efforts are increasingly being drawn, regional economics and its associated subfields. Applied modeling is a broad rubric even when the focus is restricted to econometric modeling issues. Regional econometric modeling has posted a record of rapid growth during the last two decades and has become an established field of research and application. Old patterns of population redistribution, industrial location, labor-force participation, household formation, and fertility are changing. The resulting uncertainty has increased interest in forecasting because mere extrapolations of past trends are proving inadequate. In the United States of America popUlation forecasts received even more attention after federal agencies began distributing funds for capital infrastructure to state and local governments on the basis of projected future populations. If the national government had based those funding decisions on locally prepared projections, the optimism of local officials would have resulted in billions of dollars worth of excess capacity in sewage treatment plants alone. Cabinet-level inquiries concluded that the U. S. Department of Commerce should (1) assume the responsibility for developing a single set of projections for use whenever future population was a consideration in federal spending decisions and (2) develop methods which incorporate both economic and demographic factors causing population change. Neither the projections prepared by economists at the Bureau of Economic Analysis nor those prepared by demographers at the Bureau of the Census were considered satisfactory because neither method adequately recognized the intertwined nature of demographic and economic change. Book excerpt: For some time, it has been debated whether a lack of wage flexibility is at the roots of the high and persistent unemployment in West Germany. In the presence of a skill bias in labor demand, which increases the relative de mand for more highly skilled labor over time, there only seems to exist the choice between higher wage inequality or higher unemployment rates. This study scrutinizes whether and in what way this line of thought is consis tent with empirical findings for West Germany. The analysis ranges from extensive descriptive evidence on wage trends to the estimation of a struc tural model of wage bargaining. As the most important database, I use the IAB-Beschiiftigtenstichprobe from 1975 to 1990. This study was accepted as a Habilitation thesis by the Department of Economics and Statistics of the University of Konstanz in October 1998. The only major change relates to appendix B on the block bootstrap procedure now summarizing the main aspects of the method. I am very grateful to my advisor Prof. Dr. Wolfgang Franz for his support, encouragement, and inspiration. From 1993 to 1997, he ran the Center for International Labor Economics at the University of Konstanz in such a way that it provided a fruitful environment for empirical research in labor economics. This volume assembles essays that (a) describe the organizational and political context of applied forecasting, (b) review the state-of-the-art for many fore casting models and methods, and (c) discuss issues of predictability, the implications of forecaSt errors, and model construction, linkage and verification. The essays should be of particular interest to social and natural scientists concerned with forecasting large-scale systems. This project had its origins in discussions of social forecasts and forecasting method ologies initiated a few years ago by several social and natural science members of the Social Science Research Council's Committee on Social Indicators. It became appar ent in these discussions that certain similar problems were confronted in forecasting large-scale systems-be they social or natural. In response, the Committee hypothesized that much could be learned through more extended and systematic interchanges among social and natural scientists focusing on the formal methodologies applied in forecasting. To put this conjecture to the test, the Committee sponsored a conference at the National Center for Atmospheric Research in Boulder, Colorado, on June 10-13, 1984, on forecasting in the social and natural sciences. The conference was co-chaired by Committee members Kenneth C. Land and Stephen H. Schneider representing, respectively, the social and natural science mem bership of the Committee. Support for the conference was provided by a grant to the Council from the Division of Social and Economic Science of the National Science Foundation.

Book excerpt: This book describes various methods of analysis for ascertaining the effects of agglomeration economies, which are important for formulating regional economic policies. Specifically, it describes new analytical approaches using productivity and productive efficiency analyses as methods for understanding agglomeration economies. Additionally, the book provides application results for Japanese regions and proposes desirable regional policies. According to the new analytical methods advocated in this book, agglomeration economies are larger in major metropolitan areas than in local regions, and in the manufacturing sector than in the non-manufacturing sector. These results are consistent with general knowledge. Moreover, the majority of productivity growth pertaining to regional economies is explainable by improvements to accessibility. Improving accessibility for regions reduces transportation costs between them and strengthens agglomeration economies, which, in turn, enable the sustainable development of regional economies. Therefore, this book highlights the need not only to reinforce existing agglomeration areas, but also to form a network between these agglomerations and to strengthen it, so as to realize regional economic growth despite a decreasing population.
