Book excerpt: Handbook of Canadian Foreign Policy is the most comprehensive book of its kind, offering an updated examination of Canada's international role some 15 years after the dismantling of the Berlin Wall ushered in a new era in world politics. Highlighting both well-known and understudied topics, this handbook presents a marriage of the familiar and the underappreciated that enables readers to grasp much of the complexity of current Canadian foreign policy and appreciate the challenges policymakers must meet in the early 21st century.

Day and published by Pickle Partners Publishing. This book was released on 2014-08-15 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: In less than two decades, Canadian Special Operations Forces (CANSOF) grew from a 100-man hostage-rescue unit to a 2,500-person Command capable of prosecuting missions across the special operations spectrum. The seminal event causing this transformation is examined within this monograph. The common narrative explaining the rise of Canadian Special Operations Forces Command (CANSOFCOM) states that 9/11 is the seminal event. Herein, a new narrative is proposed. One that posits the 2001-02 deployment of a 40-man CANSOF Task Force to Operation Enduring Freedom (OEF) is the seminal event. This Task Force’s disproportionately positive impact on the Canadian national scene caused key national actors to take note of the strategic utility of special operations forces. Twenty-four interviews with defence and security subject matter experts from the political, federal public service, military and academic domains, as well as two leading Canadian national journalists provide unique insights into CANSOF’s ascendancy. Analyzing published defence policy since World War II and Canada’s 20-year experience with her national counter-terrorism task force prove two key points. First, defence policy is extant, consistently expressing the requirement for an irregular capability for the conduct of operations in asymmetrical environments. Therefore, 9/11 did not change Government of Canada (GoC) expectations per se. Second, the one-year CANSOF OEF commitment produces a highly positive national strategic effect for the GoC. As a result, in less than a decade CANSOF transitions from a single, domestically focused, national counter-terrorism task force to where today CANSOFCOM is employed as a distinct element of national military power. This transformation from a single strategic resource to a strategically relevant, ‘hard power’ option currently provides the GoC with greater strategic choice when she looks to deploy military forces alongside her allies.

Available in PDF, EPUB and Kindle. Book excerpt: For how much longer can Canada expect to get a free ride? With 9/11 and the international “war on terrorism,” the time has come to ask some hard questions. Should we continue to starve our military, reduce our humanitarian assistance, dilute our diplomacy, and absent ourselves from global intelligence-gathering? Can we expect to sit at the global table by virtue of our economic power without pursuing a foreign policy worthy of our history, geography, and diversity? Canada has been getting by on the cheap, writes Andrew Cohen in this timely, forceful, and insightful new book. Our reluctance to pay our own way has had a cost: it has eroded the pillars of our international stature. We are still trading on the reputation this country built two generations ago, but it is a reputation we no longer deserve. We claim to be engaged abroad, but for too long we have been a freeloader, trying to do the same for less, practising pinch-penny diplomacy and foreign policy on the cheap. Our capacity in these key areas has become glaringly inadequate, and now that weakness is compromising our ability to honour our traditional commitments overseas. The time is ripe for a thorough re-examination of our foreign policy, to affirm our values, to win the respect of our allies, to carry our weight.

Book excerpt: "Both at home and abroad, the events of 2002 contrasted significantly with those of the previous year, something for which most Canadians could be extremely grateful. To no ones surprise, however, the year was dominated by the issues that had captivated the worlds attention at the end of 2001: the attacks on the United States and the subsequent war on terror declared by the Bush Administration. Canada had chosen to stand shoulder to shoulder with its southern neighbour in response to those attacks, and in 2002 the meaning of that commitment became clear as Canada entered into full-scale combat operations in Afghanistan, suffered its first casualties, and ended the year torn over whether to follow the United States should it choose to take its war to Iraq.On the home front, a battle of an altogether different magnitude reached a turning point with the seeming resolution of the long-running struggle between Prime Minister Jean Chrtien and Minister of Finance Paul Martin even though, by years end, it was by no means clear who had actually won. Similarly, a number of the consequences of the 9/11 attacks remained unresolved. Bill C-17 had not been passed; Ottawa software engineer, Maher Arar languished in a Syrian jail where he had been sent by the United States; and the war drums were beating loudly around Iraq. Continuing in the standard for which it has been acclaimed, the Canadian Annual Review of Politics and Public Affairs 2002 presents detailed analyses of events that have come to define our nation in recent years."

Available in PDF, EPUB and Kindle. Book excerpt: This open access book compares the experiences of large-scale military procurement in Canada and Australia. Focusing on the recent frigate and jet-fighter programmes, it demonstrates how delays suffered in delivering weapons systems and platforms in these countries have been caused by misalignments between the strategic requirements set out by the armed forces and government defence policies. By bringing the insights of public management and administration to those of defence studies, the book presents policy options that will help improve the nature of future large-project military procurement. It will appeal to scholars and students of public administration, public management, and defence studies, as well as practitioners and policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: An insider's account of how and why Canada said no to George W. Bush - and why the missile defence issue won't go away In the wake of the terrorist attacks of September 11, 2001, the United States embarked on a mission to resurrect the ballistic missile defence program once envisioned by Ronald Reagan known as Star Wars. But when Bush turned to Canada to support the program, he touched off a political firestorm. This book is an account of how this issue emerged in Canada, based on interviews on and off the record with cabinet ministers, MPs, generals and protestors. It explains how an unlikely coalition of parliamentarians, peace activists, former diplomats, experts and ordinary citizens were able to stop Canadian participation. Steven Staples, one of the key organizers of the opposition to missile defence, explores the public positions and private motivations that led Paul Martin to reverse his original decision to participate. With round two of the missile defence debate likely to take place soon, led by a Conservative defence minister who wants to reopen the issue, this book is timely as well as readable.

Book excerpt: The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.
