It describes how en route controllers in Air Route Traffic Control Centers perform their operational jobs in the environment of today's Host Computer System. Included here are: Composition Graphs, showing the logical flow of operational tasks performed in response to or anticipation of external Air Traffic Events; a series of analyses of these tasks, including Task Information Requirements, Cognitive/Sensory Attributes, Performance Criteria, and summary Dialogue Description; a User Interface Language aggregating system input and output messages in a hierarchical organization; decomposition of tasks to their constituent procedural elements; traceability between tasks and supporting NAS Stage A Configuration Management documents of system functionality. Data presented here are generated and maintained using the Computer-Human Operational Requirements Analysis System (CHORAS). CHORAS includes an automated task database, specialized graphing capabilities, and display and hard copy output features tailored to the needs of operations concept analysis. Keywords: Federal Aviation Administration (FAA), Task analysis, Composition graphs, Man machine interface.

Book excerpt: This volume is a compendium of papers presented during the International Workshop on Air Traffic Management, which took place in Capri, Italy, on September 26-30, 1999. The workshop was organized by Italian National Research Council in co-operation with the University of Rome "Tor Vergata", and the Massachusetts Institute of Technology (MIT). This was the fifth in a series of meetings held periodically over a ten-year span for the purpose of encouraging an exchange of views and fmdings by scientists in the field of Air Traffic Management (A TM). The papers presented at the workshop dealt with a wide range of topics and covered different aspects that are currently important in Air Traffic Control and Air Traffic Management. This volume contains only a subset of the papers presented, namely the ones that addressed the main area emphasis in the workshop, new concepts and methods. The subject of the first two papers is Collaborative Decision Making (CDM), a concept which embodies, to a large extent, the new philosophy of partial decentralization and increased delegation of responsibilities to users in A TM operations. In the first of these papers Wambsganss describes the original CDM project and its initial implementation in the form of the Ground Delay Program Enhancements. He also provides a brief description of some of the tools that have been developed as part of the CDM effort and identifies future research and development requirements.

Book excerpt: The Federal Aviation Administration's (FAA) Air Traffic Organization (ATO) provides air traffic control (ATC) services within U.S. and certain international airspace. U.S. airspace is the most expansive in the world, covering roughly 30.2 million square miles that make up more than more than 17 percent of the world's airspace.3 Within that airspace, FAA air traffic controllers handle roughly 50,000 operations daily.4 As the demands on the air traffic system have changed over time, Congress and several presidential administrations have sought reforms to improve safety and efficiency and to accelerate modernization projects. Over the past two decades, U.S. aviation stakeholders have debated whether the FAA should be the entity in the United States that operates and modernizes the ATC system. During this period, the Government Accountability Office (GAO) reported on challenges FAA has faced in operating and modernizing the ATC system. FAA reorganized several times in attempts to improve its performance and implement an initiative to modernize the ATC system, known as NextGen. Recent budgetary pressures have rekindled industry debate about FAA's efficiency in operating and modernizing the ATC system. This book provides perspectives from a wide range of stakeholders on the performance of the ATC system and the NextGen modernization initiative and any challenges FAA may face in managing these activities and potential changes that could improve the performance of the ATC system, including the NextGen modernization initiative.
