Book excerpt: The Starving Empire traces the history of famine in the modern French Empire, showing that hunger is intensely local and sweepingly global, shaped by regional contexts and the transnational interplay of ideas and policies all at once. By integrating food crises in Algeria, West and Equatorial Africa, and Vietnam into a broader story of imperial and transnational care, Yan Slobodkin reveals how the French colonial state and an emerging international community took increasing responsibility for subsistence, but ultimately failed to fulfill this responsibility. Europeans once dismissed colonial famines as acts of god, misfortunes of nature, and the inevitable consequences of backward races living in harsh environments. But as Slobodkin recounts, drawing on archival research from four continents, the twentieth century saw transformations in nutrition, scientific racism, and international humanitarianism that profoundly altered ideas of what colonialism could accomplish. A new confidence in the ability to mitigate hunger, coupled with new norms of moral responsibility, marked a turning point in the French Empire's relationship to colonial subjects—and to nature itself. Increasingly sophisticated understandings of famine as a technical problem subject to state control saddled France with untenable obligations. The Starving Empire not only illustrates how the painful history of colonial famine remains with us in our current understandings of public health, state sovereignty, and international aid, but also seeks to return food—this most basic of human needs—to its central place in the formation of modern political obligation and humanitarian ethics.

Book excerpt: Although the Horn of Africa was historically one of the earliest destinations for Yemeni migrants, it has been overlooked by scholars, who have otherwise meticulously documented the Yemeni presence in the Indian Ocean region. Subjects of Empires/Citizens of States draws on rich ethnographic and historical research to examine the interaction of the Yemeni diaspora with states and empires in Djibouti and Ethiopia from the early twentieth century, when European powers began to colonize the region. In doing so, it aims to counter a dominant perspective in Indian Ocean studies that regards migrants across the region as by-products of personal networks and local oceanic systems, which according to most scholarship led to cosmopolitan spaces and hybrid cultures. Samson Bezabeh argues that far from being free from the restrictions of state and empire, these migrant communities were constrained, and their agency structured, by their interactions with the institutions and relations of states and empires in the region. Elegantly combining theoretical readings with extensive empirical findings, this study documents a largely forgotten period in the history of Yemeni migration as well as contributing to the wider debates on class, citizenship, and ethnicity in relation to diaspora groups. It will appeal to specialists in Middle East studies and to those who study the Indian Ocean and Horn of Africa regions, as well as to migration and diaspora studies scholars, nongovernmental organizations, and policy makers concerned with the Red Sea and Gulf of Aden region.

During the colonial period religion was no less central to people’s lives than it is today. More surprisingly, behind the seemingly smooth facade of missions linked closely to imperial power, faith and worship were already marked by diversity and dynamism, tying the Congo into broader African and global movements. The contributions in this book provide insight into the multifaceted history of the interaction between religion and colonization. The authors outline the institutional political framework, and focus on the challenge that old and new forms of slavery entailed for the missions. The atrocities committed at the time of the Congo Free State became an existential question for young Christian communities. In the Belgian Congo after 1908, more structural forms of colonial violence remained a key issue marking religious experiences. And yet, religion also acted as a bridge. The authors emphasize the role intermediaries such as catechists or medical assistants played in the African “appropriation” of Christianity. They examine the complex interaction with indigenous religious beliefs and practices, and zoom in on the part religions played in the independence movement, as well as on their reaction to independence itself. Coming at a moment when Belgium confronts its colonial past, this volume provides a timely reassessment of religion as a key factor.
