Book excerpt: ABSTRACT: Contractors rely heavily upon specialty contractor skills and expertise to cut costs and increase efficiency on construction projects. Subcontractors are specialty contractors that normally perform specific tasks that general contractors do not or cannot perform. When these tasks are reassigned by the subcontractor to another company, the lower tier agreements are called sub-subcontracts. Although, sub-subcontracting is widely practiced, the issues concerning it have rarely been addressed. In order to explain the many unanswered questions linked to this topic, a survey was developed and distributed to general contractors and subcontractors that provides additional information pertaining to contractual issues, safety concerns, common trades of sub-subcontractors, quality, productivity, and reasons for its existence. In conclusion, the data show an increase in the level of sub-subcontracting mainly due to a lack of specialized workers and an insufficient workforce available to complete the tasks at hand.

Due to the magnitude and complexity of many of these projects, contractors have resorted to subcontracting to share responsibilities and mitigate project risks. The Zambian government has also invigorated the practice of subcontracting in the construction industry as it plays an important role in increasing economy viability and building capacity. Instead of improving project success, subcontracting can act as a catalyst for poor project outcomes. Though there are many reasons that contribute to problems from subcontracting, a poor relationship between main contractors and subcontractors can be seen as a notorious contributor affecting construction works. The study aimed at investigating the relationship between the main contractors and subcontractors in the Zambian construction industry and recommend a framework that can be implemented to better the relationship. The study also examined the effects of a poor interface between main contractors and subcontractors in Zambia. Data collection techniques used included literature review, interviews and questionnaire surveys. The relative importance index was used to determine the ranking of the results of the study. Using the results adduced from the study a main contractor-subcontractor non-contractual partnering model was developed. The study established that the relationship between main contractors and subcontractors in Zambia is poor therefore needing attention. Interface problems were caused by payment issues, poor communication, unexpected price escalations and poor construction work. In order to address interface problems, the study found that there was need for better communication between the parties, timely payments and subcontractors’ access to labour and machinery. However, the study, had some limitations that need consideration when interpreting the results found. The limitations included scarcity of specific literature on subcontracting in the Zambian construction industry, the size of the sample only being limited to Lusaka. Nevertheless, these limitations could be addressed through further studies.

Subcontractors can be selected by competitive tendering, by negotiation or as a result of partnering or a joint venture arrangement. Competitive tendering is complex and requires everyone involved to follow a common set of procedures; inevitably it occupies the bulk of this code. In competitive tendering for small or simple works all the steps described are required but many may take place I formally, and these are indicated by dotted lines in the diagrams which accompany each section of the code. Negotiation, partnering or joint ventures should all be carried out in the same spirit of good practice although specific procedures will vary. For competitive tendering to be effective in providing good value for money it must be seen to be fair and the processes by which decisions are reached must be as open as possible. This applies to all forms of subcontractor selection.

Book excerpt: Numerous articles and reports have been published on the prime contracting models used under project delivery methods that range from traditional to innovative. These previous studies have identified contractual relationships among owners, lead designers, and general contractors, and have determined the principal characteristics of each contractual scheme. However, because specialty contractors have become increasingly involved in early projects phases and have begun to play a more critical role in accomplishing project objectives—especially on building projects—it has become necessary to widen the scope of this type of research beyond prime contracts, and to incorporate contractual relationships with specialty contractors. Evaluating the contractual relationships between general and specialty contractors can increase the industry’s understanding of how novel subcontracting approaches are changing the landscape of project delivery; and such an evaluation can uncover collaborative practices that are currently being generated and adopted in the industry. The objective of this research was to identify and describe new subcontracting models, owner involvement scenarios, and variations of models used across the United States. The study is built upon a previous pilot study that identified and evaluated subcontracting approaches used by contractors within Washington State. This paper identifies the properties of the subcontracting approaches currently used in the U.S., the differences among them, and the likelihood of their deployment by region. The research used two data collection instruments to obtain information from construction project participants about the subcontracting models studied, as well as the most common levels of owner involvement in each of the subcontracting practices. The study was divided into two stages: first, the authors conducted an online survey, which gathered information about participants’ common practices, profiles, and company size; second, the study conducted telephone interviews of a subset of subjects identified through the online survey. The interview questions focused on obtaining a greater understanding of the respondents’ familiarity with and use of the methods investigated, with particular emphasis on their advantages, disadvantages, and variations, and the extent of owner influence on each one. In addition, the participants were given the opportunity to further contribute to the research by describing any other new models they had used but that were outside the research scope.
