The principle and practice of strategic alliances can be applied as well for productive and beneficial institutional collaborations in rural financial markets to expand the array of financial products and to scale up access of rural households and micro-businesses to financial services. Strategic alliances comprise a new theme in rural finance. The institutions in the study used strategic alliances to tap new capital resources, manage transaction costs, access banking technology and infrastructure and acquire new skills to provide an expanding array of financial services to wider markets. The authors carefully examine the experiences of selected rural finance institutions and their strategic allies or development partners in Guatemala, the Philippines, Ghana and India to draw out the main findings and share the lessons that may be gainfully applied in other country settings. The study addressed a number of key questions: - What motivated the rural finance institution to structure its alliance or partnership with a bank, commercial or development organization? - How are gains from and costs of alliances and partnerships shared between collaborating institutions? - What are the key elements that make partnerships or alliances successful, and which conditions lead to unproductive ones? - Which financial products and services are best introduced through strategic alliances?"

Book excerpt: Published in 1998, this book reviews two of the World Bank's agricultural development projects in southeast Nigeria, and concludes that the objectives of these projects - which include reducing rural poverty and developing indigenous capacity for rural development - have not been fully realized. This book concludes that what these projects have achieved in the past, was the increasing integration of the peasant's political economy into the world's capitalist market with negative consequences. For example, the projects emphasis on export crop production, as opposed to food production, simply led to a diminishing capability among peasant farmers especially in the project areas, to produce food for themselves - while at the same time, reporting increased productivity in export-related production. The end result is widespread poverty amongst the poorest strata of peasant farmers participating in the program. In addition, the book looks at the Bank's structural adjustment programme, which in fact has the potential to reduce whatever benefits its agricultural programs might bring about for peasant producers.

Book excerpt: The founding of financial institutions in the developing countries, whose target groups are supposed to be poorer people and, in particular, income-generating micro, small-scale and medium-sized enterprises, originated in the industrialized nations. Soon after Western development policy began in the 1950s and 1960s the donors noted that investment in infrastructure was insufficient to achieve growth. Reflecting on the experiences of Europe, state or mixedenterprise development banks were founded in many developing countries with the support of various donors. The banks were to promote industrialization as a subsituation for imports, as well as farming, housing construction and regional development. Their common feature was that they combined the characteristics of a bank and a public authority. On the one hand, they managed loan holdings and handled payment transactions, and one the other they prompted development by non-repayable grants. Since these functions each followed a very different logic, the banks were required to undertake a difficult tightrope walk.
