The ability of the Marine Corps to move substantial combat power into theater and sustain that combat power is dependent on the Maritime Prepositioning Force (MPF). However, current capabilities are not able to support the total vision of EMW. EMW places emphasis on rapid deployment with the ability to sustain forces from the sea. This requires a sea-based logistics capability and ships specifically designed to meet the needs of the expeditionary force. Currently, there are three MPS squadrons that support this mission. Each squadron is designed to support one MEB (17,000 personnel) for 30 days. The problem with the current capability is that a permissive area is required to conduct the offloading and marrying of supplies and troops. The MPF ships need a secure port facility to offload supplies, and the troops need a secure airfield to fly into. After Desert Storm, the Marine Corps implemented the MPF enhancement program, which adds one MPF ship, with improved capabilities, to each squadron. Each of the enhanced ships has a Naval fleet hospital, a Naval Mobile Construction Battalion, and expeditionary airfield capabilities. The new ships have roll on/roll off, lift on/lift off, and in-stride and in-stream capabilities. They can offload cargo either pier side or at anchor in a sea state of up to three. However, these enhancements still do not satisfy current EMW requirements. The Marine Corps vision of MPF, as outlined in MPF 2010 and beyond, lays out five pillars and three capabilities that are necessary to support several EMW concepts. The pillars of force closure (arrival and assembly at sea), indefinite sustainment (sea-based logistics), and the capability of sustained seabasing are going to require ships that are not currently in the inventory or part of the MPF enhancement program.

The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

To fully understand the transformational nature of the ENSeabasing concept and the capabilities that it will bring to the nation's military, it is important to understand the origins of the concept for both the maritime services. Additionally, it is illustrative to see after twelve years of development how the concept so effectively satisfies the requirements set out in the Quadrennial Defense Review and other transformational planning documents. The development of Sea Basing has clearly been an evolutionary process, which has provided the nation one of the most significant transformational ideas of all Service concepts.

Vying for consideration in future OMFTS doctrine are three different proposals for Command and Control architecture. They include use of the current doctrine as delineated in Joint Pub 3-02 (CATF/CLF); placing amphibious components under a fleet Composite Warfare Commander as a Naval Expeditionary Task Force; or establishment of "supported" and "supported" units by the Commander Joint Task Force. Each of these concepts trace their ancestry to recent periods in military history-World War II, the Cold War era, or the Post Cold War period. To some degree each one mirrors the organization, equipment, and military philosophy in use during their development. When examined and validated against the philosophical approach embodied in OMFTS, only the "supported/supporting" concept has the flexibility to work in the high tempo environment predicated by OMFTS.
