This book was created under the auspices of the U.S. ERDA, an agency created in 1974 when the Atomic Energy Commission was split into the Nuclear Regulatory Commission and the ERDA. This practical field research study became the original basis for Cresson Kearny’s more extensive book “Nuclear War Survival Skills”. What makes this report interesting and different is the wealth of extra info and photos that were NOT included in the book mentioned above. This concept was successfully tested by untrained families who built expedient shelters during winter in Colorado, summer in Utah, and spring in Florida. Their efforts are presented in this report primarily by the captioned photographs showing these typical American families evacuating their homes, driving to rural shelter-building sites, and then, with hand tools, constructing their own shelters. These average, mostly urban, American families were guided only by step-by-step, well-illustrated, written instructions given to them at the start of each experiment. Crisis conditions were simulated, and adequate motivation was provided by the promise of a cash bonus for completion of the shelter within 36 or 48 hours, depending on the difficulty of construction. All families, or groups of families, succeeded in winning the bonus, with one exception. The shelters built by the test families included the Door-Covered Trench Shelter, the Log-Covered Trench Shelter (which the building family occupied for 77 hours without emerging), and the Car-Over-Trench Shelter. Also, families are pictured while building four above-ground shelters designed for high-water-table or shallow-soil areas: the Above-Ground Door-Covered Shelter, the Crib-Walled Shelter, the Ridge-Pole Shelter, and the A-Frame Pole Shelter. The structure is 49 feet long, 19 feet wide and 9 feet high overall, excluding the entrance which is 12 feet long. The structural framing system consists of sloping rafters supported on a center wood beam and on continuous wood sills bearing directly on earth. The resultant configuration resembles a gable roof placed on grade. Shelter capacity is 50-persons, based on OCD minimum space requirements. Shielding from fallout gamma radiation is provided by earth mounded over the structure. The protection factor is 140. Natural ventilation is provided by a stack type vent at the rear of the shelter and the entrance. The shelter design was based on a requirement that the structure be capable of erection in a 24 hour period by not more than 25 persons.

Book excerpt: Oak Ridge National Laboratory field tests of expedient shelters during the past three years had resulted in the selection and development of six types of expedient shelters. These were demonstrated by construction exercises to be the most practical for average rural and small-town Americans to build in the principal environmental regions of the United States. Each type of shelter is designed to be built within 48 hours by average family groups of such Americans, using only widely available materials such as trees, to provide all members with high-protection-factor shelter. To evaluate the blast protection afforded by these six types of expedient shelters, they were blast tested as a part of Defense Nuclear Agency's Mixed Company Event, in the blast area of a 500-ton TNT detonation--equivalent in air blast effects to a 1.0-1.8 kiloton nuclear detonation. A total of twelve shelters, representing six expedient types, were subjected to blast effects at surface overpressures ranging from 29 to 3 pounds per square inch (psi). All except the two Door-Covered Trench Shelters were tested as closed shelters. Only one shelter was damaged: the Door-Covered Trench Shelter that was tested as an open shelter at 5 psi. The six types of shelters, tested at the following measured surface overpressures, were: (1) Two Small-Pole Shelters, at 29 psi; (2) Three Wire-Catenary-Roofed Shelters, at 29 psi and 13 psi; (3) One aboveground A-Frame Pole Shelter, at 17 psi; (k) One Shored-Trench Stoop-In Shelter, at 13 psi; (5) Two Log-Covered Trench Shelters, at 13 psi; (6) Two Door-Covered Trench Shelters, at 5 psi and 3 psi. Earth arching increased the strength of the shelters that had an adequate depth of earth cover relative to the roof span. A new design of quickly closable, expedient blast door was tested at 29, 17 and 13 psi surface overpressure ranges. Only the blast door at 17 psi was damaged, and even it remained intact and securely closed.

A demonstration test was conducted in which a residential dwelling was upgraded by placing soil against the walls and on the roof of the structure. The shelter was large enough to house 80 people. Upgrading was accomplished partially by hand labor and machinery. The test showed that a conventional structure could be upgraded and that the shelter occupants using tools and materials found in most homes could if necessary upgrade their shelter during the expected 2- or 3-day period of crisis relocation preceding a nuclear attack.
