The role of these seven reserve components, as codified in law at 10 U.S.C. 10102, is to provide trained units and qualified persons available for active duty in the armed forces, in time of war or national emergency, and at such other times as the national security may require, to fill the needs of the armed forces whenever ... more units and persons are needed than are in the regular components. During the Cold War era, the reserve components were a manpower pool that was rarely tapped. For example, from 1945 to 1989, reservists were involuntarily activated by the federal government only four times, an average of less than once per decade. Since the end of the Cold War, however, the nation has relied more heavily on the reserve components. Since 1990, reservists have been involuntarily activated by the federal government six times, an average of once every two years. This increasing use of the reserves has led to greater congressional interest in the various issues, such as funding, equipment, and personnel policy, that bear on the vitality of the reserve components. This report is designed to provide an overview of key reserve component personnel issues.

In that same period the size of the Army has decreased by one-third. Many of the capabilities from the active Army have been shifted to the reserve components. This has led to an increased utilization of the Army's reserve components to meet the needs of the Army. Today, soldiers from the active Army, US Army Reserve, and the Army National Guard are fully integrated across the full spectrum of operations to accomplish the Army 's missions. However, this increase in workload for a part-time force structure must come at a cost. This thesis attempts to define the impacts of the increased utilization of the reserves and to determine how they might affect the ability to mobilize for a major war. It demonstrates that the increase has positive effects at the macro (or Army) level, as training and experience increase while aggregate operations tempo decreases; and negative effects at the micro (or soldier) level as increased reserve obligations put stress on soldiers, families, and employers. This project also examines the role that the reserve components play in the execution of the national military strategy.

The National Guard (NG) is the initial component to be assigned these missions. However, Active Component (AC) troops are frequently employed even when the NG among the states in the region have the capacity to meet overall mission requirements. This unnecessary commitment of AC resources occurs because of inadequate planning or lack of coordination of Guard capabilities or inflexible government regulation which precludes employment of the NG. The nation continues to increase AC employment while we are reducing defense budgets and military personnel. This paper reviews the current policy, organization, and processes for military responses to domestic emergencies. Recommendations are made to improve cost effectiveness and response time, and to reduce the AC's optempo. The proposals are based substantially on the NG's increasing capacity for involvement in domestic support operations.

It redefined the role of the National Guard from a strategic reserve to an operational reserve. This leadership decision dramatically increased the responsibility of the NG. NG personnel and equipment have rapidly become exhausted and unserviceable. Units are forced to cross level equipment and personnel to fill shortages in support of deployed units. The net effect of this increased responsibility may have a deleterious effect on the overall national security of the United States. An organization constitutionally established as the primary homeland security force must have the operational reserve role clearly defined. Conversely, what military organization executes the role of strategic reserve in the Guard's absence? The question is not if the NG can support an operational role, but what are the sacrifices to homeland security? The military and political leadership must be willing to consider reduced deployment times, enforcement of the ARFORGEN process, continued aggressive recruiting, retention campaigns, and focusing federal and state authorities toward increased civic involvement for homeland security. This is an enormous financial undertaking especially in times of economic crisis. It is however, a critical issue requiring the focused attention of the military, the political leadership and citizenry of the United States in order to provide the best alternative for securing the borders of our nation and our way of life from the potential threats in the 21st Century.

The "Total Force Policy" eliminated our nation's ability to rapidly expand the size of our military force through the draft, and placed our Reserve Components (RC) in the role of a strategic reserve. Today, the RC role has expanded into one in which they are fully integrated into the NMS as an operational force. At the core of this strategy is the ability to respond to crises worldwide through the power projection of U.S. based active component (AC) and RC forces. Until recently, the large-scale mobilization of RC forces was rarely exercised or evaluated at a strategic level to determine the validity of these plans. When looked at critically, many mobilization plans were invalidated by the Base Realignment and Closure (BRAC) legislation of the last decade. This paper examines this perilous situation in more depth and offers strategic recommendations to better address capacity gaps and reduce the risks created by current BRAC actions, the Integrated Global Presence and Basing Strategy (IGPBS), and the conversion of AC and RC to the modular force.
