Will the polder model become the victim of its own success or will the threat come mainly from outside? In the Netherlands, polder are small communities hemmed in by dykes built to resist quickly rising tides, and hence imply communal effort to mediate harmful outside forces. Translated into economic terms, the polder model entailed tripartite cooperation between business, government, and labor to protect the nation's economic and social well being. Delsen evaluates recent changes in the Dutch economy brought on by globalization and American dominance and concludes that the polder model is reaching its end. Delsen argues that the market forces introduced by the purple governments imply a far-reaching adaptation of the unique Dutch economic order. The primacy of the market has resulted in a more flexible labor market, decentralization of the wage formation, modernization of the social security system, more competition on the goods markets, and liberalization and competition in the financial markets. More market forces within Dutch socioeconomic relations imply also that the aims of trade and industry have changed, and have become oriented toward short-term results and away from actions aimed at long-term continuity and consensus.

It has been written with a specific perspective in mind. First and foremost, the line of approach we have taken was from a multidisciplinary social science point of view. This particular paradigm shift is based on the fact that a radical change has taken shape over the years in the way environmental issues are handled. Previously, environmental policy had always been characterised by is top-down approach in which government determined the actual objectives of policy and assumed that it could win over business, non governmental organisations and citizens to act in line with those objectives. There was also a great deal of faith in the technical solutions to environmental issues. Today's environmental policy is based on a totally different philosophy. Environmental objectives are now reached in association with business, non-governmental organisations and citizens. These actors are also involved in bringing environmental policy into practice. In other words, the implementation of policy has a more interactive nature. New relationships emerge between government, the market and civil society, and policy discourses also become integrated. The environmental interest is more often weighed against the econom1c interests, the spatial development and against social justice.

Book excerpt: This book seeks to analyse the development of the European Union (EU), which was founded upon the principle of the free movement of capital, goods, services and people in 1957. Its central thesis is that, from a practical and theoretical point of view, such a basis is fundamentally at odds with the creation of an interventionist regime that the construction of a social Europe would require. The authors argue convincingly that - economically: the EU does not currently possess the budget or the economic tools to pursue such a strategy; politically: close to none of the institutions of the EU have backed such a policy; practically: conservative and neo-liberal forces (among member states and the institutions of the EU) have repeatedly thwarted any moves in this direction. In reality, the Single Internal Market, Economic and Monetary Union, enlargement, the Lisbon Agenda and European Constitution projects all prioritise supply-side measures and expanding the scope of the market rather than the boosting of demand and other economic intervention. Consequently, constructing a social Europe in the face of this would appear problematic. Hence, in both theory and practice, the idea that there can be a social Europe vis-à-vis neoliberalisation is a contradiction in terms. This controversial book will be an educating and refreshing read for advanced students and academics involved with European politics, the European Union, European Economics and Economic instititutions.

Book excerpt: This book examines contemporary changes in labor market institutions in the United States, Germany, Denmark, Sweden, and the Netherlands, focusing on developments in industrial relations, vocational education and training, and labor market policy. It finds that there are in fact distinct varieties of liberalization associated with very different distributive outcomes. Most scholarship equates liberal capitalism with inequality and coordinated capitalism with higher levels of social solidarity. However, this study explains why the institutions of coordinated capitalism and egalitarian capitalism coincided and complemented one another in the 'Golden Era' of postwar development in the 1950s and 1960s, and why they no longer do so. Contrary to the conventional wisdom, this study reveals that the successful defense of the institutions traditionally associated with coordinated capitalism has often been a recipe for increased inequality due to declining coverage and dualization. Conversely, it argues that some forms of labor market liberalization are perfectly compatible with continued high levels of social solidarity and indeed may be necessary to sustain it.
