The expectation is that increased participation by educated individuals would result in increased levels of participation overall. However, studies that examined this relationship have presented mixed findings with no definitive support for a positive effect. The dissertation is a quantitative study using cross-national, multi-year survey data from the World Values Survey from 1984 to 2009. This dataset contains eighty-eight countries from all regions of the world with a wide variety of social and political types. I employ multi-level regression analyses to identify the effects of individuals' educational attainment and country-level tertiary education completion, democratic development, and income inequality on a range of participation outcomes. There are two core findings from these chapters. First, the effect of tertiary education on participation on the individual level is greater in societies that are more educated, more democratic, and less equal. Second, on the collective level, expanded tertiary education is positive for civic participation but not for political activism. This research challenges the assumption of a positive effect of societal tertiary education on collective political participation and brings attention to the effects of tertiary educational as a legitimating institution for unequal social conditions, such as participation.

Book excerpt: This dissertation identifies and analyzes the wide-ranging causal effects of formal education on political participation in the United States. It employs a comprehensive theoretical framework in which the effects of education operate through two interdependent mechanisms. First, education is theorized to affect political participation by increasing and individual's level of knowledge and skills. Second, education is hypothesized to affect political participation by increasing an individual's socioeconomic status, which provides greater access to personal and social resources that facilitate participation. This project goes beyond previous work and recognizes that education is more than the number of formal years of schooling completed; it is a complex collection of skills, experiences, and relationships that individuals acquire throughout their formative years. Recognition of this reality allows each mechanism to be affected by a variety of educational policies, practices, and contexts, a sampling of which include credit requirements, civics instruction, and exposure to applied civic activities. Drawing on a wide variety of large-scale, nationally-representative datasets, the theoretical framework is tested in a systematic and rigorous manner using a variety of empirical approaches that allow for causal inference. Results of the empirical analyses are remarkably consistent with the theoretical framework. They demonstrate that civics instruction has a positive effect on levels of knowledge and skills and that knowledge and skills, in turn, influence political participation. The results also reveal that educational attainment affects political participation through the hypothesized mechanism. The breadth of the datasets employed in this project allow for detection of causal heterogeneity along several dimensions, including the level of the education system and the mode of political participation. By improving our understanding of the relationship between education and political participation, this dissertation provides evidence-based insights into the policies and practices that are most effective for preparing individuals to become effective participants in our democratic society.

The massive rallies for immigration rights in 2006 and the recent push for the DREAM Act, both heavily supported by immigrant youth, signal the growing political potential of this crucial group. While many studies have explored the political participation of immigrant adults, we know comparatively little about what influences civic participation among the children of immigrants. Coming of Political Age persuasively argues that schools play a central role in integrating immigrant youth into the political system. The volume shows that the choices we make now in our educational system will have major consequences for the country’s civic health as the children of immigrants grow and mature as citizens. Coming of Political Age draws from an impressive range of data, including two large surveys of adolescents in high schools and interviews with teachers and students, to provide an insightful analysis of trends in youth participation in politics. Although the children of both immigrant and native-born parents register and vote at similar rates, the factors associated with this likelihood are very different. While parental educational levels largely explain voting behavior among children of native-born parents, this volume demonstrates that immigrant children’s own education, in particular their exposure to social studies, strongly predicts their future political participation. Learning more about civic society and putting effort into these classes may encourage an interest in politics, suggesting that the high school civics curriculum remains highly relevant in an increasingly disconnected society. Interestingly, although their schooling predicts whether children of immigrants will vote, how they identify politically depends more on family and community influences. As budget cuts force school administrators to realign academic priorities, this volume argues that any cutback to social science programs may effectively curtail the political and civic engagement of the next generation of voters. While much of the literature on immigrant assimilation focuses on family and community, Coming of Political Age argues that schools—and social science courses in particular—may be central to preparing the leaders of tomorrow. The insights and conclusions presented in this volume are essential to understand how we can encourage more participation in civic action and improve the functioning of our political system.

A knowledge of the history and development of the Nigerian Education system, of the numerous and intensely varied personalities and beliefs which have combined and often conflicted to shape it, is indispensable to all students in colleges and universities studying to become teachers. Though education is one of the strongest and most reliable predictors of political engagement, scholars know little about the mechanisms that connect them. I argue that to understand this relationship we must look beyond educational attainment and civics instruction. I demonstrate, with both observational and experimental studies, that the general communication skills adolescents practice and acquire across the school curriculum positively affect their political efficacy, their motivation to engage in political activity, and their civic engagement into adulthood. I then examine the distribution of opportunities to acquire these skills in American schools across time and social groups. Using nationally representative student and teacher survey data, I show how school policies, teacher decisions, and student characteristics structure skill practice opportunities. This dissertation thus brings to light one way in which education generates the patterns we observe in political participation and inequality.
