These three questions have been puzzling industrial economists since the end of the last century when the first great merger wave has come about in the US. They have returned at the centre of the stage of the theoretical and empirical economic research during the last decade when merger and acquisition activity became one of the most evident firms' activities in all industrialised countries, being fostered by some general and country specific facts. These facts have been identified in the appearance of new financial instruments facilitating fund raising by firms, in the benevolent behaviour of the authorities in charge of competition policy during the Reagan administration in the US, while inter nal market completion has become a strong incentive for European firms to reach a true continental dimension in the UE through external growth. However a robust and univocal answer to these questions has not yet been found in spite of its importance not only from the theoretical point of view, but also from the normative one. In fact the correct identification of firms' motivations in pursuing merger and acquisition operations and of their consequences on social welfare would help the choice by administra tive authorities of different possible options in competition and industrial policies.

Perhaps surprisingly, France was once the epicentre of a global movement to medicalize cannabis, specifically hashish, in the treatment of disease. In Taming Cannabis David Guba examines how nineteenth-century French authorities routinely blamed hashish consumption, especially among Muslim North Africans, for behaviour deemed violent and threatening to the social order. This association of hashish with violence became the primary impetus for French pharmacists and physicians to tame the drug and deploy it in the homeopathic treatment of mental illness and epidemic disease during the 1830s and 1840s. Initially heralded as a wonder drug capable of curing insanity, cholera, and the plague, hashish was deemed ineffective against these diseases and fell out of repute by the middle 1850s. The association between hashish and Muslim violence, however, remained and became codified in French colonial medicine and law by the 1860s: authorities framed hashish as a significant cause of mental illness, violence, and anti-state resistance among indigenous Algerians. As the French government looks to reform the nation's drug laws to address the rise in drug-related incarceration and the growing popular demand for cannabis legalization, Taming Cannabis provides a timely and fascinating exploration of the largely untold and living history of cannabis in colonial France.

Book excerpt: Les missions attribuées aux pharmaciens d'officine ont évolué principalement depuis la loi HPST qui tend à repositionner le pharmacien d'officine dans la prise en charge pharmaco-thérapeutique des patients. Le risque iatrogène et les problèmes d'observance ont conduit à définir initialement le suivi des patients sous anticoagulants et le suivi des patients asthmatiques. Cinq ans plus tard, les risques liés à la polymédication chez le sujet âgé ont abouti à l'instauration des bilans partagés de médication. Enfin, depuis peu, les pharmaciens d'officine ont vu leur rôle renforcé en matière de prévention avec l'instauration de la vaccination antigrippale à l'officine. L'objectif de ce travail a été de dresser un état des lieux au sujet de ces nouvelles missions en étudiant leur développement actuel et en identifiant les freins et leviers à leur mise en place sur le terrain. L'enquête menée auprès de 310 pharmaciens a mis en évidence que ces derniers avaient du mal à mettre en place de façon pérenne les entretiens pharmaceutiques et les bilans partagés de médication, mettant en avant le manque de temps ainsi que les difficultés liées aux modalités de ces dispositifs. L'enquête qualitative a mis en avant de potentiels leviers à ces difficultés, comme le travail en interprofessionalité ou la réorganisation interne des officines. Malgré tout, le déploiement de la vaccination antigrippale à l'officine et les discussions autour d'autres nouvelles missions montrent que le pharmacien d'officine en France reste considéré comme un acteur central dans la prévention et dans la prise en charge des patients.
