We exploit the introduction of a minimum wage in South Africa and variation in the intensity of this law to identify increases in wages and no statistically significant effects on employment on the intensive or extensive margins for domestic workers. These large, partial responses to the law are somewhat surprising, given the lack of monitoring and enforcement in this informal sector. We interpret these changes as evidence that strong external sanctions are not necessary for new labor legislation to have a significant impact on informal sectors of developing countries, at least in the short-run.

I provide reduced-form evidence that the 2000s minimum wage hike in Brazil raised overall inequality by increasing inequality inside the informal sector. I develop a model where heterogeneous firms select into informality to investigate when and how raising the minimum wage can increase inequality. I calibrate the model to Brazil and find that, by generating substantial informality, the increase in the minimum wage raised overall inequality by 6.4%. These results suggest that movements into and out of the informal sector modulate the effects of formal labor legislation.

This thesis uses four waves of Indonesia's National Labor Force Survey (SAKERNAS) to examine the impact of minimum wage changes on individual wage outcomes in the informal and formal sector between 2007 and 2010. The standard Welch-Gramlich-Mincer's dual sector labor market model predicts a positive wage effect in the formal sector but a mixed effect in the informal sector. While the model assumes full compliance in the formal sector, the data suggests otherwise. Incomplete compliance in the formal sector may be results of endogenous enforcement and firms' heterogeneous responses to labor market legislation. On the other hand, a substantial share of above-minimum-wage workers in the informal sector may imply duality within the sector itself with an uppertier being competitive to the formal sector and a lower-tier being formal sector's inferior counterpart. The estimation results show evidence of lighthouse effects of minimum wage changes along the wage distribution in Indonesia's informal sector which is consistent with the existing literature for many developing countries.

Half a century later on June 25, 1938, US-President Franklin D. Roosevelt signed into law America's first minimum wage: 25 cents an hour. Since that time minimum wages are a frequent topic of international economic science. Many economists have discussed the question whether or not a statutory wage floor is a useful tool for achieving social goals. Especially the Chicago School of Economics and its representatives like Milton Friedman or George Stigler rejected minimum wage policies. They were supported by ordoliberal economists like Walter Eucken or Friedrich Hayek. On the other side, supporters of Keynesian theories have often been in favor of statutory wage floors. For a long time most economists restricted research about the impact of minimum wages to its employment effects in industrial countries. By doing that, there was an astonishing accordance that the effects are insignificant if the minimum wage is low and employment-reducing if it is above a certain threshold. But in the last twenty years, there has been a new discussion about whether or not this result can be proved with recent data and new econometric methods. Especially the study by Card and Krueger in 1994 called the negative employment effects into question. However, minimum wages are not intended to stimulate employment but to increase the welfare of poor workers. Therefore, economic research should focus on the welfare effects of institutional wage floors. This includes employment and price effects as well as the impact on human capital accumulation. In other words, analyses about minimum wages must comprise a couple of indicators for welfare. Another weak point of minimum wage research is its focus on industrial countries. There is little evidence about minimum wages' impact on poverty in developing or emerging economies. Since a large share of the population in poor countries still suffers from enormous destitution and minimum wages are intended to alleviate poverty, it is of great interest whether or not this goal has be achieved. Argentina is an upper-middle income country and experienced a severe economic crisis in 2001/2002 with a dramatic downfall of the GDP. Book excerpt: This paper investigates the effects of minimum wages on the income and employment of individuals, using longitudinal data from Brazil's Monthly Employment Survey over the 1982-1997 period. We use information on 541,194 individuals, for which we consider data from two interviews performed 12 months apart. Our sample is restricted to workers aged 15 to 65 in the first interview, that were (initially) employed as formal salaried (62%), informal salaried (20%) or self-employed (18%). We provide detailed estimates of minimum wage effects at different points of the complete wage distribution, and calculate both contemporaneous and lagged effects, for formal and informal workers. We also estimate, indirectly, the effect of minimum wages on the probability of transitioning into different sectors of the labor market: salaried formal and informal work, self-employment, unemployment and inactivity. In order to provide some insight into the potential effects of minimum wages on family welfare and poverty, we obtain separate estimates for men and women, for workers under and above age 21, and for household heads and non-heads. We find significant minimum wage effects across the whole wage distribution, and both in the formal and the informal sectors. We also find that the total impact of minimum wages on workers earnings (derived from current and lagged effects) is positive but smaller than the contemporaneous one. As for employment elasticities, our estimates suggest that they are negative for most low-wage workers, being lower in absolute value for formal salaried workers (around -0.1 at the bottom of the wage distribution) than for low-wage informal salaried and self employed (between -0.25 and -0.35). Other results include higher earnings elasticities for men, adults and heads of households than for women, teenagers and non-heads, respectively.
