Book excerpt: Evaluation has come of age. Today most social and political observers would have difficulty imagining a society where evaluation is not a fixture of daily life, from individual programs to local authorities to parliamentary committees. While university researchers, grant makers and public servants may think there are too many types of evaluation, rankings and reviews, evaluation is nonetheless viewed positively by the public. It is perceived as a tool for improvement and evaluators are seen as dedicated to using their knowledge for the benefit of society. The book examines the degree to which evaluators seek power for their own interests. This perspective is based on a simple assumption: If you are in possession of an asset that can give you power, why not use it for your own interests? Can we really trust evaluation to be a force for the good? To what degree can we talk about self-interest in evaluation, and is this self-interest something that contradicts other interests such as "the benefit of society?" Such questions and others are addressed in this brilliant, innovative, international collection of pioneering contributions.

Available in PDF, EPUB and Kindle. Book excerpt: The traditional definition of development ethics considers the 'ethical and value questions posed by development theory, planning and practice' (Goulet 1977: 5). The field parallels the traditional question of ethics 'How ought one to live as an individual?' by asking in addition 'How ought a society exist and move into the future?' This interdisciplinary field is well represented by a substantial collection of previously-published articles and papers. The volume illustrates a wide range of academic and practitioner writings on the theories and concepts of development ethics as well as ethical development policy and practice.

Book excerpt: This book is the second edition of a text based on a report commissioned by the Swedish International Development Authority (SID A). The financial grant from SIDA which made the work possible is hereby gratefully acknowledged. There are already many books on the market about environmental economics, some of them very good. What is special about this one? We do not claim to have obtained new results, but we have our own way of presenting the subject matter. In particular, we are of the opinion that policy failures are often overlooked as an obstacle to efficient environmental management. Although the main emphasis in this book is on project level analysis, it is essential that such analyses be linked to an understanding of the (dis)incentives for environmental improvements that general economic and particular environmental policies provide. Another essential feature of the book, although this is not unique, is the links provided between theory and empirical illustrations. We hope that this will illustrate to our readers the practical usefulness, but also the difficulties, of applying economics to environmental problems. In particular we hope that the text can be of interest to decision-makers, development programme personnel, teachers and the general public interested in how economics can contribute to better environmental decision-making. In principle, this book can be read by anyone interested in the subject matter, without any formal education in economics. However, some background in microeconomic theory makes the reading easier.

Book excerpt: In Changing Bureaucracies, international experts provide an unparalleled look at how public sector bureaucracies can better adapt to the reality of unprecedented levels of uncertainty and complexity, and how they can better respond to the emerging needs and demands of citizens and beneficiaries. In particular, they discuss in detail how evaluation can play an important role in aiding bureaucracies in adapting, while noting that the value of evaluation is not at all automatic. Written in a clear and accessible prose, the contributors identify stability as a strength of bureaucratic structures, although adaptability is required in order to remain relevant. They also emphasize the need for bureaucratic rules and practices to be open to examination, such as through evaluation, noting that these rules may take on a life of their own, increasing distrust and conflicting with a meaningful focus on how outcomes and impacts benefit citizens. The book concludes with guidance for both evaluators and for public sector leaders about steps that they can take to improve the responsiveness and relevance of public sector organizations. Pioneering the provision of reflections on how evaluation can play an important role in aiding bureaucracies in adapting, Changing Bureaucracies is an important acquisition for public sector leaders, evaluators, evaluation managers and commissioners and academics alike.

Book excerpt: 3 decision support techniques that do not depend exclusively on market incentives and monetary valuation. The World Conservation Strategy published by the mCN (1980) recognised the full dimensions of these problems, and introduced the concept of sustainable development, placing the emphasis on the exploitation of natural systems and the use of biological natural resources within limits so that the availability of these resources for use by future generations would not be jeopardised by the current use of them. At this time, the imposition of quotas and the definition of critical loads and environmental standards were suggested as the sorts of instruments necessary to cope with the problems of limited availability of environmental resources. Although the mCN publication did not obtain a high international profile, the idea of policy norms to respect critical loads has become quite widely accepted in the environmental policymaking of Western countries. This has often put the policy agencies in difficult situations. Polluting industries are inclined to argue that the critical loads are defined too restrictively. The complexity and time lags of ecological effects makes it hard to say exactly what constitutes a critical load beyond which there will be irreversible damage, and lobbying interests can play on these uncertainties to try and weaken the environmental standards. In addition, polluting industries can use the argument of negative impacts on "the economy" (particularly as regards employment and export prospects) to blackmail governments, regulatory agencies and the general public.

Book excerpt: There has been a remarkable growth of interest in the ethical dimension of economic affairs. Whilst the interest in business ethics has been long-standing, it has been given renewed emphasis by high profile scandals in the world of business and finance. At the same time many economists, dissatisfied with the discipline's emphasis on self-interest and individualism, and by the asocial nature of much economic theory, have sought to enlarge the scope of economics by looking at ethical questions. In this volume a group of interdisciplinary scholars provide contributions which include evaluations of work in business ethics, empirical studies of such issues as social and ethical investing, the place of ethics in the new economics and perspectives from other disciplines.
