Their increasing frequency and scale pose mounting economic and humanitarian challenges and necessitate effective management of disaster risk as an integral part of development planning. UNDP has a significant role in disaster management, helping to formulate and implement disaster reduction policies, and support recovery activities in more than 50 countries. Recent efforts to more closely link climate change adaptation and disaster risk reduction are highlighted. The evaluation notes uneven progress amongst the UNDP country offices in integrating disaster risk reduction with other UNDP priorities such as poverty reduction, governance and environmental protection. The report emphasizes that addressing social and economic vulnerability requires a comprehensive programming approach, and UNDP's most important role is to assist countries in the development dimensions of the issue, especially risk reduction and vulnerability. The evaluation recommends that UNDP disaster risk reduction strategy should be revised to more directly address adaptation to climate change; and that UNDP administrative procedures should be improved so that they no longer constrain effective programming in natural disasters -- Publisher's website.

The evaluation found that UNDP contributions have been important in terms of responding to national priorities and government needs. During the period covered by the evaluation, UNDP technical support to the government strengthened institutional development and enhanced policy formulation. Although some of the areas were not key government priorities, UNDP interventions in the areas of MDG planning and monitoring, governance, HIV and AIDS, conflict prevention and recovery, energy and environment and disaster risk management responded to key national needs and priorities. The evaluation also identified a number of areas in which UNDP needs to address specific challenges. These areas include ensuring national ownership and capacity development of all UNDP interventions, following a more systematic approach to programming and enhancing synergies among interventions. The Assessment recommends that UNDP should have a more holistic approach on macro development issues, such as furthering achievement of the Millennium Development Goals, gender equality, and environment"--Publisher's website.

Book excerpt: The Assessment of Development Results (ADR) is an independent evaluation by the Evaluation Office (EO) which systematically assesses progress of key interventions by the United Nations Development Programme (UNDP) in countries receiving its support. The ADR in Sri Lanka is the seventy-fourth assessment conducted by the EO and the twenty-first conducted within the Asia-Pacific region, and the first such evaluation conducted in Sri Lanka. This ADR was conducted jointly with the Government of Sri Lanka with a view to strengthening the ownership of the evaluation results by national partners, and thereby its credibility and utility. For this purpose, a Joint Management Group (JMG) was set up with participation from both the Government and the EO. The JMG provided oversight to the evaluation which was conducted by an independent national team and guided by a professional evaluation manager from the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. We believethat this joint approach has helped the evaluation team collect inputs from a broad range of national partners and resulted in a report that is soundly rooted in the national reality making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. The evaluation found that UNDP had significantly helped the country overcome major challenges that emerged during the last decade. Today, Sri Lanka is looking at a new development path as a middle income country, and UNDP has been seeking to reposition itself to maintain its relevance in the new context. We therefore believe that the evaluation was very timely. Having provided the opportunity to take stock of what worked, and what did not, in the past decade, the evaluation proposes the mostuseful role UNDP can play in the future.

The case study research explores how the urban housing reconstruction programme system was formed purposefully towards the delivery of the stated objectives and created an innovative housing process throughout the urban area. It identifies consistencies and inconsistencies among the influential organisational attributes of the programme delivery system formation. The system evolved through corrective adjustments (either formally or informally) during its implementation to reflect unfolding consequences of inconsistencies in initial formation and emerging contextual issues in the field.
