Book excerpt: A need exists in oceanography for synoptic detection and delineation of various organic and physical features at the ocean surface because assessment of such features may provide insight into the complex interactions of the various processes governing the ocean. This study investigates the capabilities of the reflective data of the NOAA-n Advanced Very High Resolution Radiometer (AVHRR) to detect and map features associated with phytoplankton concentrations at the ocean surface. Considering the capabilities of satellite observation for this problem, the more accessible data sets from the NOAA-n AVHRR are examined, and techniques designed to exploit the full sensitivity of the instrument are introduced. These procedures include an editing technique that maintains the full resolution in the low albedoes pertaining to ocean targets and a normalizing procedure to account for atmospheric contributions to the signal. The atmospheric effects are treated as functions of the amount of water vapor in the atmosphere and the position of the individual pixels along the swath width of the instrument. These techniques permit the refinement of the reflective data to 0.1% albedo and the expansion of acceptable data to at least 512 pixels on either side of nadir. Data obtained with these methodologies are compared with near-simultaneous and pigment calibrated Coastal Zone Color Scanner (CZCS) data. These two sets of data are segmented using a mathematical classification technique and then compared to determine similarity of spatio-temporal features. To verify the AVHRR findings, these data are compared to concurrent in-situ data from two red tide incidents in the eastern and western coasts of the Gulf of Mexico during 1983 and 1986, respectively. Comparisons are also made between AVHRR reflective and emittive data to investigate possible relationships existing between the circulation patterns and phytoplankton distributions.

Relationships of depth, suspended solids, and oil presence in the water column to target reflectance were established during the course of the study.

These TIM-era data are of higher quality than the older data in the full record. Thus, the TSI climate data record (CDR) has two components. There is the shorter, but more accurate record of the TIM era and the full (33+ year) space-based TSI measurement record. Both are important and require preservation. Review of NOAA Working Group Report on Maintaining the Continuation of Long-Term Satellite Total Irradiance Observations evaluates NOAA's plan for mitigating the loss of total solar irradiance measurements from space, given the likelihood of losing this capacity from instruments currently on the SORCE satellite in coming years and the short term/experimental nature of the currently identified method of filling the data gap. This report evaluates NOAA's plan for mitigating the gap in total solar irradiance data.

The National Oceanic and Atmospheric Administration (NOAA), the agency responsible for understanding and predicting changes in the Earth's environment and conserving and managing coastal and marine resources to meet the nation's economic, social and environmental needs, has a broad mandate to engage and coordinate education initiatives on these topics. Since its creation in 1970, the NOAA has supported a variety of education projects that cover a range of topics related to the agency's scientific and stewardship mission. NOAA uses formal and informal learning environments to enhance understanding of science, technology, engineering and mathematics (STEM) and to advance environmental education. The work of this agency overlaps and compliments the missions of other federal agencies, institutions of higher education, private and nonprofit organizations. Coordination among these agencies and organizations has been challenging. Limited education resources and the inherently global nature of NOAA's mission make strategic partnerships critical in order for the agency to accomplish its goals. Additionally, clear education goals, planning, and strategic use of resources are critical aspects for effective partnerships. NOAA's Education Program: Review and Critique provides a summary of the national education context for NOAA's role in education which is twofold: first is to advance the environmental literacy of the nation, and second is to promote a diverse workforce in ocean, coastal, Great Lakes, atmospheric and climate sciences. The book also describes the strengths and weaknesses of the education strategic plan, the education evaluation approach of the agency and strategies for improving the evaluation process.

The NASA SeaWinds sea surface wind and Jason-1 sea surface height NRT products have potential, as do sea surface temperature and reflectance products from the Moderate Resolution Imaging Spectroradiometer and sea surface reflectance products from Landsat and the Advanced Spaceborne Thermal Emission and Reflectance Radiometer. HAZMAT is also interested in the Advanced Circulation model and the Ocean General Circulation Model. Certain issues must be considered, including lack of data continuity, marginal data redundancy, and data formatting problems. Spatial resolution is an issue for near-shore GNOME applications.
