In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

Book excerpt: This report characterizes the Department of Energy s Weatherization Assistance Program (WAP) as it was administered in Program Year 2008. WAP has supported energy efficiency improvements to the homes of low-income households in the United States since 1976. The program provides grants, guidance, and other support to grantees: weatherization programs administered by each of the 50 states, the District of Columbia and some Native American tribes. Although there have been studies of some grantee-administered weatherization programs, the overall effectiveness of the national weatherization program has not been formally evaluated since Program Year 1989. Since that time, the program has evolved significantly, with an increased focus on baseload electric usage, continued evolution of diagnostic tools, new guidelines and best practices for heating-related measures, and adjustments in program rules. More recently, the program has also adjusted to large, temporary funding increases and changes in federal rules spurred by the American Recovery and Reinvestment Act (ARRA). Because the Weatherization Assistance Program of today is dramatically different from the one evaluated in 1989, DOE determined to undertake a new comprehensive evaluation of the national program. This new national evaluation is managed by Oak Ridge National Laboratory (ORNL). Under a competitive solicitation process, ORNL selected APPRISE, Inc., Blasnik & Associates, Dalhoff Associates and the Energy Center of Wisconsin to conduct the evaluation. The national evaluation comprises two independent evaluations. The first evaluation of which this report is a part focuses on Program Year 2008 (PY08). The second evaluation focuses on the ARRA-funded years of 2009 through 2011. This report, together with its companion the Eligible Population Study addresses specific program characterization goals established for the greater evaluation. The Energy Center led grantee and subgrantee data collection efforts, administering surveys to 51 grantees and 851 of the approximately 900 subgrantees that were slated to receive DOE weatherization funds in PY08. In all, seven different data collection instruments were used to gather the needed data two instruments for grantees and five for subgrantees. See Table 1 for a list of these survey instruments. These surveys were used to determine, among other things: Structure and funding of weatherization programs Training and staff development of service providers How weatherization services are delivered Clients served.

This evaluation focused on the WAP Program Year 2010. The ARRA evaluation produced fourteen separate reports, including this summary. Three separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, and large multifamily. Other reports address the environmental emissions benefits attributable to WAP, and characterize the program. Special studies were conducted to: estimate the impacts of weatherization and healthy homes interventions on asthma-related Medicaid claims in a small cohort in Washington State; assess how weatherization recipients communicate their weatherization experiences to those in their social network, and assess processes implemented to defer homes for weatherization. Small studies addressed energy use in refrigerators, WAP as implemented in the U.S. territories for the first time, and weatherization s impacts on air conditioning energy savings. The national occupant survey was mined for additional insights on the impacts of weatherization on household budgets and energy behaviors post-weatherization. Lastly, the results of a survey of weatherization training centers are summarized.

Book excerpt: This technical memorandum is intended to provide readers with information that may be useful in understanding the purposes, performance, and outcomes of the Department of Energy's (DOE's) Weatherization Assistance Program (Weatherization). Weatherization has been in operation for over thirty years and is the nation's largest single residential energy efficiency program. Its primary purpose, established by law, is 'to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential energy expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, the handicapped, and children.' The American Reinvestment and Recovery Act PL111-5 (ARRA), passed and signed into law in February 2009, committed $5 Billion over two years to an expanded Weatherization Assistance Program. This has created substantial interest in the program, the population it serves, the energy and cost savings it produces, and its cost-effectiveness. This memorandum is intended to address the need for this kind of information. Statistically valid answers to many of the questions surrounding Weatherization and its performance require comprehensive evaluation of the program. DOE is undertaking precisely this kind of independent evaluation in order to ascertain program effectiveness and to improve its performance. Results of this evaluation effort will begin to emerge in late 2010 and 2011, but they require substantial time and effort. In the meantime, the data and statistics in this memorandum can provide reasonable and transparent estimates of key program characteristics. The memorandum is laid out in three sections. The first deals with some key characteristics describing low-income energy consumption and expenditures. The second section provides estimates of energy savings and energy bill reductions that the program can reasonably be presumed to be producing. The third section deals with estimates of program cost-effectiveness and societal impacts such as carbon reduction and reduced national energy consumption. Each of the sections is brief, containing statistics, explanatory graphics and tables as appropriate, and short explanations of the statistics in order to place them in context for the reader. The companion appendices at the back of the memorandum explain the methods and sources used in developing the statistics.

The Recovery Act requires GAO to conduct bimonthly reviews of how recipients such as state-level agencies use the act's funds. As part of this review, GAO examined if the act is achieving its stated purposes. The act also requires GAO to comment and report quarterly on estimates of jobs funded and counted as full-time equivalents (FTE), as reported by recipients of Recovery Act funds. GAO examined (1) the status and use of weatherization grant program funds under the Recovery Act; (2) the challenges, if any, that recipients faced in implementing the weatherization program under the Recovery Act; (3) the extent to which the weatherization program under the Recovery Act has achieved its energy and cost savings goals; and (4) the changes, if any, over time in the quality of FTE data reported by Recovery Act recipients, particularly by program recipients. GAO surveyed the 58 state-level grant recipients of the act's weatherization funds, reviewed DOE and recipient-reported data, and interviewed state and local agency officials.GAO makes no new recommendations in this report but provides the status of prior recommendations that remain open and not implemented from GAO's Recovery Act-mandated reports. DOE generally concurred with GAO's findings and provided clarifications, which were incorporated as appropriate.What GAO FoundAs of September 2011, the 58 state-level grant recipients were awarded approximately $4.75 billion from DOE to implement the Weatherization Assistance Program under the Recovery Act and reported spending about $3.46 billion (about 73 percent). Research staff members at Oak Ridge National Laboratory (ORNL) have performed two previous metaevaluations of this program (Berry, 1997; Schweitzer and Berry, 1999). Both of these earlier metaevaluations involved synthesizing the results from individual studies of state weatherization efforts completed during a several year period. This report is the third in a series of metaevaluations of state-level studies. It is built on the foundation developed by the previous two metaevaluations. The purpose of this report, like that of the two earlier ORNL metaevaluations, is to provide a current estimate of the average national energy savings per home weatherized for the Weatherization Assistance Program based on the relevant state-level studies. All three of the metaevaluations, including this one, were designed to be updates to the findings of a national evaluation of the Weatherization Assistance Program, which examined a representative national sample of several thousand structures weatherized in 1989 (Brown, Berry, Balzer, and Faby 1993). Although the first and second metaevaluations used separate sets of state-level studies, completed during different time periods, there was little difference in their findings about the typical national energy savings per weatherized home for homes that heat with natural gas. Our initial analysis efforts for this report involved repeating the same procedures that had been used in the previous two reports. In particular, we collected and examined only the state-level evaluations that had become available between September of 1998 and August of 2002. Once again, we found little difference in the average energy savings estimates per weatherized home that were produced with this third set of the most recently available state-level evaluations.

Its conclusions are based mainly on data from the 1989 program year (supplemented by data from 1991-92). The evaluation concludes that the Program meets the objectives of its enabling legislation and fulfills its mission statement. Specifically, it (1) saves energy, (2) lowers fuel bills, and (3) improves the health and safety of dwellings occupied by low-income people. In addition, the Program achieves its mission in a cost-effective manner based on each of three perspectives employed by the evaluators. Finally, the evaluation estimates that the investments made in 1989 will, over a 20-year lifetime, save the equivalent of 12 million barrels of oil, roughly the amount of oil added to the Strategic Petroleum Reserve in each of the past several years.
