Book excerpt: This qualitative study seeks to identify successes and challenges within the multicultural services sector--services include ESL classes, settlement services, parenting programs, and employment programs--as well as some comparison between evaluation activities performed by different employee, consultant, and/or volunteer positions. This study seeks to contribute to the small but growing body of knowledge regarding internal evaluation within multicultural social service agencies. Agencies and individuals were chosen for participation based on their involvement in programs funded by federal/provincial multicultural initiatives and aboriginal agencies. Aboriginal agencies were included due to the diversity of First Nations culture and the need for culturally relevant evaluation practices for aboriginal services. Agencies providing services to multicultural populations, who receive funding from other initiatives were not included. This is a qualitative study using face-to-face interviews and appreciative inquiry questions. The sample was relatively representative of different positions within agencies; however it was more heavily weighted with Executive Directors and Board Members. Some of the findings are: (1) the limitations of written surveys to gather meaningful feedback from multicultural populations; (2) the importance of stakeholder involvement in evaluation design; (3) the relationship between stakeholder involvement and evaluation outcome; and (4) the need for sufficient resources to conduct meaningful evaluations. One implication from the research is that continued dependence on ineffective or inaccurate methods could have serious negative impacts on the match between client needs and available services.

Initiatives implemented over the past 10 years and still to be addressed are discussed under: school-community climate; curriculum for multiculturalism-race relations; immigrant students; and staffing and teacher preparation for a multicultural school population. 23 recommendations are identified under the same headings. An implementation plan outlines the personnel responsible for implementations, specific tasks to be completed, and a schedule for implementation. Recommendations include: the board adopt an anti-racist educational focus to assist students in dealing with racism and equity and to meet future societal challenges; an ongoing committee be established to oversee the implementation of the recommendations; and curriculum materials be screened for bias. Others include: the curriculum be modified to reflect the ethnic and racial diversity of Canada; the Human Rights Code be displayed in every classroom; the board explore the feasibility of first-language testing of a student's academic skills; resource materials reflect the contributions of particular ethnic groups to Canada; race relations representatives be appointed to liaise with the standing committee; and ongoing inservice be provided for board employees to facilitate greater understanding of the multicultural diversity of the City of York.
