Book excerpt: Three House of Representatives' subcommittee hearings were held in March, May, and July 1996 to evaluate the goals, priority setting, and advisory mechanisms of federal programs in agricultural research, education, and extension. To become competitive in global markets, farmers will need to rely on the research community to provide up-to-date technology and market information. The purpose of the hearings was to establish research priorities for the 21st century, improve the efficiency and effectiveness of the federal research investment, and improve accountability through the establishment of a coordinated advisory and priority setting mechanism. Testimony was received from U.S. Senators and Representatives; Under-Secretaries from the U.S. Department of Agriculture (USDA); and spokespersons for agribusiness associations, agricultural science associations, research institutions, land grant universities, and the Extension Service. The following topics were discussed: the role of the National Center for Agricultural Utilization and Research (Peoria, Illinois) in commercialization of agricultural products; financial and political threats to the federal government's role in agricultural research and education; research priorities related to human nutrition, new agricultural and livestock pests and diseases, food safety, and farming's environmental issues; replacing petrochemical ingredients in industrial products with agriculture-based ingredients; proposed participants and processes in setting research priorities for government funding; importance of sustainable agriculture; the needs of rural families and communities that are not usually well supported in USDA budgets and extension programs; worldwide research on consumer food preferences; structure and funding of federally funded agricultural research programs conducted by land grant universities, the USDA Agricultural Research Service, and the agribusiness industry; and the role and methods of the Cooperative Extension Service in disseminating research-based information to farmers. The research determined the strengths, weaknesses, and areas for improvement of the program. Results were designed to benefit future students, instructors, and employers by identifying the strengths and weaknesses of the program and ensure future graduates have the skills and competencies needed in the workforce. The Tarleton Agricultural Services and Development Block Program started in 1989. Limited research has been conducted to evaluate the program. The Block was designed to prepare students for internships and careers as well as provide necessary information not offered in traditional coursework. Success for students completing the program would be a job offer from the internship or by gaining more hands-on experience in the field of interest. The survey was administered online via email and sent out to enrolled Agricultural Services and Development Block Program students when they returned from their internships. The email contained a link to "Qualtrics" where the survey was available. A waiver of consent was included in Qualtrics where data was collected anonymously. The researcher also removed identifiers further data analysis. Findings regarding the research questions were reported in aggregate form in such a way that participants could not be identified. Results indicated that the Block courses tended to be too long and the internships were too short. Students made suggestions to improve the Block coursework that included assistance in finding internship opportunities, discussing further career opportunities within the degree programs, and provide more time for resumes and job placement. Recommendations included shortening the Block time on campus to less than five weeks. This could provide the opportunity to increase the time in the internship. It was also recommended to complete future surveys earlier in the semester before the students are in the final stages of commencement preparation. Survey completion incentives and inclusion of other internships across the college were recommended.

Book excerpt: Cooperative work experience in agricultural education is one form of supervised occupational experience that provides the student in agriculture with practical application of skills and knowledge in one of the many agricultural occupations. Cooperative work experience students are placed with employers in agribusiness service, processing, or in distribution for work experience consistent with their occupational goals. The purpose of this study was to determine the program structure, program involvement, program planning, and use of available resources of agricultural cooperative work experience programs in Oregon high schools by assessing the existing agricultural cooperative work experience programs. Data collected for this study were obtained by sending questionnaires to all ninety Oregon high schools identified as having reimbursable agricultural programs. Completed questionnaires were received from 65 or 72.2 percent of the schools and 41 or 63.1 percent of those schools reported having an agricultural cooperative work experience program. The study revealed that 19 or 46.3 percent of the schools with cooperative work experience programs in agriculture have a plan for selecting their cooperative work experience students. It was also revealed that 23 or 56.1 percent of the schools were using a. planned method of selecting cooperative work experience stations less than 50 percent of the time. Agricultural advisory committees were involved in publicizing and promoting the program in 27 or 65.9 percent of the schools, program evaluation in 26 or 63.4 percent of the schools, and developing and locating cooperative work experience stations in 28 or 68.3 percent of the schools. It was found that 36 or 87.8 percent of the schools have training agreements on each of their cooperative work experience students. Those schools with agricultural cooperative work experience programs indicated that their supervising teachers were spending an average of 3.0 hours per week making an average of 2.8 work experience visits per week during the school year. During the summer they were spending an average of 5.8 hours per week making an average of 6.6 visits per week. Training plans listing the students learning activities were developed for an average of 68.8 percent of the students involved in cooperative work experience. It was found that 36 or 87.8 percent of the schools maintain a cooperative work experience file on each cooperative work experience student that included a record of student progress made after each cooperative work experience visit. A listing of nine recommendations were included.
