The book concludes that successful adjustments to new conditions will entail strong and sustained cooperation among the seven Colorado River basin states and recommends conducting a comprehensive basinwide study of urban water practices that can be used to help improve planning for future droughts and water shortages.

Book excerpt: Researchers at the Desert Research Institute (DRI) and United States Bureau of Reclamation, Lahontan Basin Area Office (Reclamation) are conducting research aimed at improving streamflow forecasts on the Carson River as part of the Water 2025 initiative. The goal of the research is to improve long term streamflow forecasts on the Carson River through the development, application and testing of a coupled hydrologic model. The coupled hydrologic model consists of; (1) a physically based hydrologic model, the Modular Modeling System---Precipitation Runoff Modeling System (MMS-PRMS); and (2) an operational river routing model, RiverWare. The MMS-PRMS model was applied and calibrated at two headwater nodes in the upper Carson River watershed for the period 1980-2006 and coupled with the RiverWare model within the Object User Interface (OUI) modeling framework to route streamflow from the headwater nodes to Ft. Churchill. The National Weather Service (NWS) Ensemble Streamflow Prediction (ESP) approach was used with the coupled model to generate streamflow forecasts at the headwater nodes which, in turn, were used as input to the RiverWare model to produce forecasted streamflow at Ft. Churchill. Reclamation managers use streamflow forecasts to predict water supply and plan for operations on both the Carson and Truckee River basins. The streamflow forecasts made with the coupled model at the headwater nodes and Ft. Churchill were evaluated through a comparison, which includes traditional statistical analysis and probabilistic techniques, with forecasts made by the NWS, the Natural Resources Conservation Service (NRCS), and historic observed streamflow volumes. Based on forecast analysis, a set of recommendations is made to guide Reclamation managers on the suitability of the various forecasts.

Book excerpt: Historical changes in hydroclimatic characteristics in four Lower Colorado River sub-basins are examined using the Mann-Kendall test for trends and Kendall's tau-b test for statistical association to better understand the processes taking place in these arid watersheds. During the historical record of 1906-2007, in general, temperatures have increased and streamflows have decreased while there has been no change in precipitation. Streamflow was found to have statistical association with annual maximum temperatures, El Nino/Southern Oscillation (ENSO) and the Pacific Decadal Oscillation (PDO). Using this knowledge, two-year and five-year streamflow predictions are made using climate data to force a statistical model. We find no predictive skill at the two-year range but significant (alpha =.05) predictive skill in two of the basins at the five-year range. The dominant climate predictor for the Paria River Basin is ENSO and for the Little Colorado River Basin it is temperature.
