Specifically, procedures are included for both pretimed and vehicle-actuated controllers located at isolated intersections and at intersections in a signal system. A separate Field Manual has been prepared which is intended to provide a concise and easily applied set of procedures. Detailed theory and logic behind the procedures are provided in the Technical Report, as are brief descriptions of current computer programs which provide timing information. The Technical Report also presents the results of a questionnaire survey which had the objective of determining the types of signal equipment used in Virginia.
