While Norway enjoys a high level of food security and is meeting its aim of maintaining agricultural production across the country, both environmental performance and the efficient creation of value added along the food chain are compromised by support policies linked to production levels. Support to producers relative to gross farm receipts is the highest among OECD countries, with 59% of farmers' revenues coming from government support. Only 3% of total support to agriculture is dedicated to research and innovation. Moreover, while Norway has strong public research institutions and well-designed tax deductions, the private sector lacks the right policy incentives to innovate. This review proposes a new policy approach, centred around innovations that would enable Norway to achieve its objectives and improve the productivity, sustainability and resilience of its agro-food sector. Specific recommendations include increasing the responsiveness of the sector to markets, giving farmers greater flexibility in making production decisions, placing greater emphasis on agri-environmental outcomes, and increasing the role of the private sector in research and innovation.

Available in PDF, EPUB and Kindle. Book excerpt: We are living in a cyber society. Mobile devices, social media, the Internet, crime cameras, and other diverse sources can be pulled together to form massive datasets, known as big data, which make it possible to learn things we could not begin to comprehend otherwise. While private companies are using this macroscopic tool, policy-makers and evaluators have been slower to adopt big data to make and evaluate public policy. Cyber Society, Big Data, and Evaluation shows ways big data is now being used in policy evaluation and discusses how it will transform the role of evaluators in the future. Arguing that big data will play a permanent and growing role in policy evaluation, especially since results may be delivered almost in real time, the contributors declare that the evaluation community must rise to the challenge or risk being marginalized. This volume suggests that evaluators must redefine their tools in relation to big data, obtain competencies necessary to work with it, and collaborate with professionals already experienced in using big data. By adding evaluators’ expertise, for example, in theory- driven evaluation, using repositories, making value judgements, and applying findings, policy-makers and evaluators can come to make better-informed decisions and policies.

Available in PDF, EPUB and Kindle. Book excerpt: Climate change poses multiple challenges to development. It affects lives and livelihoods, infrastructure and institutions, as well as beliefs, cultures and identities. There is a growing recognition that the social dimensions of vulnerability and adaptation now need to move to the forefront of development policies and practices. This book presents case studies showing that climate change is as much a problem of development as for development, with many of the risks closely linked to past, present and future development pathways. Development policies and practices can play a key role in addressing climate change, but it is critical to question to what extent such actions and interventions reproduce, rather than address, the social and political structures and development pathways driving vulnerability. The chapters emphasise that adaptation is about much more than a set of projects or interventions to reduce specific impacts of climate change; it is about living with change while also transforming the processes that contribute to vulnerability in the first place. This book will help students in the field of climate change and development to make sense of adaptation as a social process, and it will provide practitioners, policymakers and researchers working at the interface between climate change and development with useful insights for approaching adaptation as part of a larger transformation to sustainability.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Unless action is taken now to make agriculture more sustainable, productive and resilient, climate change impacts will seriously compromise food production in countries and regions that are already highly food-insecure. The Paris Agreement, adopted in December 2015, represents a new beginning in the global effort to stabilize the climate before it is too late. It recognizes the importance of food security in the international response to climate change, as reflected by many countries prominent focus on the agriculture sector in their planned contributions to adaptation and mitigation. To help put those plans into action, this report identifies strategies, financing opportunities, and data and information needs. It also describes transformative policies and institutions that can overcome barriers to implementation. The State of Food and Agriculture is produced annually. Each edition contains an overview of the current global agricultural situation, as well as more in-depth coverage of a topical theme."

Book excerpt: There are numerous risks to the sustainability and stability of Indonesia’s farming system, food production system, supply chains, and ecosystems. The evaluation aims to answer two essential questions: whether FAO is doing what is needed and whether it is making a difference. This evaluation recommends that FAO support the green and blue (land and sea) preparedness and adaptation plans, as well as early warning systems. The evaluation further recommends that FAO ramp up its support for a national decision support system that adopts a food systems approach to provide policymakers with the best analytical evidence and data available to guide new public policies and regulations. Many of the conclusions and recommendations call for policy and regulatory reform. The evaluation recommends that FAO work with Indonesia to establish innovative data management systems, new analysis methods, and analytical tools on agriculture including fisheries and forestry.
