Decommissioning technologies have advanced, driven by innovations in digitization and robotics, and the Systematic Approach to Training (SAT) methodology is now being applied to the decommissioning phase of all types of nuclear facilities. This publication provides practical information and examples of good practices in training personnel for decommissioning activities, based on Member States’ experience, including guidance on the application of SAT methodology. The increasing use of digital and web-based tools to enhance competence development for implementation of decommissioning programmes is also discussed.

Available in PDF, EPUB and Kindle. Book excerpt: The basic logic is very simple. Countries around the globe have a need for more electrical generating capacity because of increases in population and increases in energy use per capita. The needs are constrained by the requirement that the ba- load energy source be economical, secure, and not emit climate-changing gases. Nuclear power fits this description. Therefore, many countries that have not had a nuclear power program (or only had a small program) see a need to develop one in the future. However, the development of a national nuclear energy program is not so simple. The purpose of the NATO Advanced Research Workshop on Nuclear Power and Energy Security was to contribute to our understanding of how these programs might evolve. The workshop took place 26–29 May 2009 in Yerevan, Armenia. Approximately 50 participants discussed the infrastructure that is needed and some of the reactor options that might be considered. The papers in this book helped define the discussion that took place. The infrastructure that is needed includes a legal framework, a functioning regulator, a plan for waste disposal, a plan for emergency response, etc. These needs were explained and just as importantly, it was explained what international, bilateral, and regional cooperation is available. Although there were many co- tries represented, the Armenian experience was of particular interest because of where the meeting was located. The papers on reactor options covered both innovative and evolutionary designs.

These include ensuring that individuals have the competence needed to perform their assigned tasks; organising work effectively; anticipating human resource needs; and monitoring and continually improving performance for the entire lifecycle of nuclear facilities. The aim is to increase understanding in IAEA Member States, including those countries embarking on a new nuclear power programme, of these aspects. The publication provides guidance to decision-makers and senior managers responsible for the reliable supply of a competent workforce for the nuclear field, and to line managers at the nuclear facilities who are responsible for the training, qualification, and performance of their personnel, as well as to human resource specialists in the nuclear field.

Available in PDF, EPUB and Kindle. Book excerpt: The OECD Nuclear Energy Agency (NEA) first published in 2000 Nuclear Education and Training: Cause for Concern?, which highlighted significant issues in the availability of human resources for the nuclear industry. Ten years on, Nuclear Education and Training: From Concern to Capability considers what has changed in that time and finds that, while some countries have taken positive actions, in a number of others human resources could soon be facing serious challenges in coping with existing and potential new nuclear facilities. This is exacerbated by the increasing rate of retirement as the workforce ages. This report provides a qualitative characterisation of human resource needs and appraises instruments and programmes in nuclear education and training initiated by various stakeholders in different countries. In this context, it also examines the current and future uses of nuclear research facilities for education and training purposes. Regarding the nuclear training component of workforce competence, it outlines a job taxonomy which could be a basis for addressing the needs of workers across this sector. It presents the taxonomy as a way of enhancing mutual recognition and increasing consistency of education and training for both developed and developing countries.

Book excerpt: This Safety Guide provides recommendations on the establishment of a framework for safety in accordance with the IAEA safety standards for States deciding on and preparing to embark on a nuclear power programme. In this regard, it proposes 197 safety related actions to be taken in the first three phases of the development of the nuclear power programme, to achieve the foundation for a high level of safety throughout the entire lifetime of the nuclear power plant (NPP). This includes safety in the construction, commissioning and operation of the NPP, and the associated management of radioactive waste and spent fuel, and safety in decommissioning. Thus, it contributes to the building of leadership and management for safety and of an effective safety culture, and serves as guidance for self-assessment by all organizations involved in the development of a safety infrastructure.

Book excerpt: There has been a substantial resurgence of interest in nuclear power in the United States over the past few years. One consequence has been a rapid growth in the research budget of DOE's Office of Nuclear Energy (NE). In light of this growth, the Office of Management and Budget included within the FY2006 budget request a study by the National Academy of Sciences to review the NE research programs and recommend priorities among those programs. The programs to be evaluated were: Nuclear Power 2010 (NP 2010), Generation IV (GEN IV), the Nuclear Hydrogen Initiative (NHI), the Global Nuclear Energy Partnership (GNEP)/Advanced Fuel Cycle Initiative (AFCI), and the Idaho National Laboratory (INL) facilities. This book presents a description and analysis of each program along with specific findings and recommendations. It also provides an assessment of program priorities and oversight.

This publication presents a harmonized approach that may be used to structure the owner/operator management system and establish and manage nuclear projects and their development activities irrespective of the adopted approach. It has been developed from shared management practices and consolidated experiences provided by nuclear project management specialists through a series of workshops and working groups organized by the IAEA. The resultant publication presents a useful framework for the management of nuclear projects from initiation to closeout and captures international best practices.
