Book excerpt: Various guidelines that have been proposed for the operation of traffic signals in the flashing mode were reviewed. The use of existing traffic simulation procedures to evaluate flashing signals was examined and a study methodology for simulating and evaluating potential flashing signal schemes was developed. A case study is described in which the performance of existing signal settings versus flashing signal strategies was tested for different levels of main street and side street traffic volumes. The study showed that the main street flow improves with flashing signals in its favor under all circumstances, while increased volumes typically create longer delays at the side street. Major and side street traffic volumes are recommended as the focus of guidelines for using flashing signals during peak flow periods.

Book excerpt: Late-night flash (LNF) mode at signalized intersections consists of traffic signals that flash yellow for one road (requiring drivers to show caution but not stop) and flash red for the other road (requiring drivers to stop, then proceed after yielding to the main road). Although the intent of this mode has been to reduce energy consumption and delay during periods of low traffic demand, safety concerns have caused agencies to begin replacing LNF with normal phasing operations. Studies of the safety impacts of replacing LNF with normal phasing operations have indicated that doing so will reduce night crashes; however, a limitation of many studies is a potential bias due to regression to the mean (RTM). In this article, the authors examine the effect of eliminating LNF operations at signalized intersections using state-of-the-art methods and to address the noted limitations. The authors aimed to include an adequate sample of locations for which traffic volume data were available.

Book excerpt: In the United States, there are two schemes of operating traffic signal controls for permitted protected left turns (PPLT) namely the traditional five-section head system (known as Dog-House) and the flashing yellow arrow system (FYA). Past studies have agreed that these controls lead to decrease the average delay per left turn vehicle, decrease the protected green time, increase the left turn capacity, and enhance the intersection overall operation. The flashing yellow arrow (FYA) has been approved by the Federal Highway Administration as the national standard for the PPLT operations at signalized intersections. So, the Florida Department of Transportation also approved this new system and they are extensively replacing the traditional system with the new system on the area of Central Florida (Lin, et al, 2010). Both these systems have been used for a long time and there are some studies that evaluated these systems but there are limited number of projects that evaluated and/or compared between the two PPLT systems from the operational perspective.
