Book excerpt: FAO is well positioned at the global level to offer relevant support to countries in achieving their SDG 2 targets and is committed to support the SDGs, a Global Agenda that it helped design. The new FAO’s Strategic Framework will provide an opportunity to promote and communicate FAO’s role in a coherent and joined-up manner, aligned with the 2030 Agenda. FAO has engaged with the current UN reform – strongly connected to the SDGs – with a very collaborative attitude. At the country level, which was the focus of the second phase of this evaluation, FAO’s position was found to be generally weaker due to its limited programmatic footprint. Nevertheless, a number of initiatives were “acting at scale” and producing results. Entry points to act at scale include support to develop laws and policies, to instigate agriculture trade and investment, to induce climate finance or South-South cooperation, and to education, both formal and informal. The depth and breadth of partnerships are generally increasing, but more partnerships with the private sector and mobilization of domestic resources would needed to make a serious impact on food systems.

Book excerpt: Forty-nine million people live in the Lake Chad region, exploiting its rich natural resources and relatively constant supply of water, fodder and fertile land all year round. The area used to be a food production hub, with local markets supplying produce to Cameroon, Chad, the Niger and Nigeria. However, poor natural resource management, poor coordination across the different countries of the region, and the widespread impact of climate change have contributed to the significant deterioration of the Lake’s natural ecosystem capacity. Agricultural soils and pastures have been widely degraded, leading to a huge reduction in food productivity and, thus, job opportunities, especially for the youth living in rural areas who account for a high percentage of the population. Conflicts and tensions have created a conducive context for young people in search of income and opportunities to join the Boko Haram terrorist movement originated in Nigeria. This evaluation was conducted to address FAO’s response to the Lake Chad Basin crisis, including interventions conducted in 2015‒2018, as FAO published the Lake Chad Basin Crisis Response Strategy (2017–2019) to address the needs of the identified 6.9 million people affected by soaring food insecurity in the Lake Chad Basin in early 2017. The objectives of this evaluation were to analyse FAO’s responses to the crisis at operating level, with a focus on efficiency, effectiveness and sustainability, while assessing the relevance and consistency of the regional approach from a strategic perspective. The evaluation team visited many of the areas concerned, and at the end of each visit they organized a debriefing session with the respective FAO country team to share information gathered and collect complementary data and analysis to inform its deliberations. This helped to ensure transparency in the data collection process and to maximize the learning process. For FAO to support the food security and nutrition of communities in the Lake Chad region effectively, a regional strategy focused on supporting the resilience of communities is relevant and appropriate. Complementary to FAO’s country-based programmes, a regional strategy bears the potential to devise interventions that adapt to the cross-border nature of issues that each country faces and would allow supporting a more cohesive and collaborative way of working. Based on the Regional Response Strategy (2017–2019), FAO should revise its strategy and approach by incorporating governmental objectives, and translate it into an operational action plan, in line with other partners’ strategies in the region.

The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.

Regional initiatives are effective in addressing specific needs and challenges of individual regions. FAO has performed well in its custodial role for SDG indicators 6.4.1 and 6.4.2. However, overall FAO’s strategic approach to water-related activities remains. The links between agriculture and water quality and pollution (target 6.3) were not adequately addressed. Despite limited evidence on full transformational changes, the evaluation highlights several activities and approaches that, if nurtured, could form the basis for transformational change.

FAO’s Country Programme Framework (2016-2020), was formulated based on the GTP II. Over the evaluation period (2014-2019), FAO exceeded the resource mobilization targets. Overall, FAO’s programme displays several imbalances and disconnects, specifically between development activities and emergency response. The evaluation calls for FAO to adopt a more cohesive programmatic approach and continue to consolidate its fragmented programme. In the context of the Government’s plans for agricultural transformation, the evaluation also recommends that FAO support an economically sound value chain and market-based approach to agricultural development, while upholding normative values of inclusiveness and ecological sustainability.

AMR risk is outpacing human population growth, owing to misuse of antimicrobials in large quantities in food systems, and is a serious threat to food security and sustainable development. FAO, with the World Health Organization (WHO), the World Organization for Animal Health (OIE), and the United Nations Environment Programme (UNEP), is supporting countries in developing and implementing their One Health National Action Plans on AMR. The eventual aim is to ensure sustainable use of antimicrobials to minimize AMR risks, in alignment with the Global Action Plan on AMR. The scope of the evaluation covers FAO’s entire work on AMR up to early 2020 and its role in the global AMR architecture. It examines FAO’s organizational and institutional set-up for AMR work. FAO has a strong mandate to work on AMR, implementing activities in 45 countries and providing far-reaching support on AMR National Action Plans (NAPs). FAO’s technical expertise is a key comparative advantage in its work on AMR. It is underpinned by the strong scientific grounding of FAO’s work, engendered in its AMR working groups and supported by its collaboration with research centers, universities, and the Tripartite organizations. Nevertheless, the work is relatively recent and, given the long impact pathways, it has had limited results. A comprehensive strategic and programmatic approach would increase the likelihood of achieving results in combating AMR. FAO should prioritize its work in a long-term strategy on AMR that recognizes the seriousness of the threat and is fully integrated into the Organization’s Strategic Framework. The strategy should set out FAO’s long-term role in combating AMR and that of its divisions and offices, as well as its approach at the country and regional level. FAO should consolidate its work on AMR through a strong programmatic approach with a central coordination and management structure that links with the Regional Offices and is supported by dedicated core funding.

Book excerpt: Georgia has been a Member of the Food and Agriculture Organization of the United Nations (FAO) since 1995. In 2004, FAO strengthened its presence there by making the FAO Subregional Representative for Central and Eastern Europe the FAO Representative in Georgia and establishing a fully-fledged representation in Tbilisi. FAO is supporting national development priorities to create and implement an institutional, legal and regulatory environment, as well as lending technical assistance on key projects at the Government’s request. It is working to strengthen Georgia’s institutional disaster-management capacity and helping to align Government policies with European structures and standards, so as to fuel economic growth. The purpose of the Georgia Country Programme Evaluation (CPE) is to provide feedback that will better orient FAO’s programme and boost the impact and resonance of the next Country Programming Framework (CPF). It seeks to contribute to learning at corporate, regional and country level by drawing lessons and making recommendations to steer FAO’s engagement there. It will also enrich FAO’s synthesis of findings and guidance for country-level support.

Book excerpt: A devastating desert locust upsurge has spread across parts of the Near East, the Greater Horn of Africa and South West Asia in 2020–2021, posing risks to livelihoods and food security in the region. FAO's intervention has been to curb the spread of desert locust, safeguarding livelihoods and providing recovery, and coordinating and preparing the rapid surge support. This report showcases the second phase of the real-time evaluation, in which the following issues have been investigated: i) country level results from case studies; ii) management and operational processes; and iii) extent to which lessons from countries and regions are transferred to other contexts. Six priority areas emerged from this process: i) country level training and capacity development; ii) national locust control and architecture; iii) procurement; iv) pesticide management; v) livelihoods support; and vi) innovation and learning.

Book excerpt: This document represents a joint effort between two action networks of the Global Agenda: (i) Closing the Efficiency Gap and (ii) the Global Network on Silvopastoral Systems. A framework for evaluating natural resource use efficiency is applied to a variety of silvopastoral production models to determine productivity and their socio-economic and environmental benefits. It presents an overview of SPS, their main characteristics and advantages regarding production and benefits for the environment and climate, and their contribution to the SDGs, describing the results of ten case studies of adoption of SPS in diverse contexts in Colombia, Mexico, and Argentina, with a focus on land productivity, meat and milk production, and economic performance at the farm level. Based on the findings, a number of policy recommendations are made with a view to scaling-up and promoting SPS in Latin America and other regions.
