A methodology for specifying the required accuracy of WIM equipment based on the effect that this accuracy has on pavement performance prediction was also developed. Regarding traffic volume forecasting, a methodology is presented that allows optimum use of available data by simultaneously estimating traffic growth and seasonal traffic variability.

They provide a method to convert the effects of mixed traffic to a standard loading condition. Equivalent loadings for most pavement design and evaluation procedures are currently predicted using the AASHTO method of equivalency factors. This study was undertaken to evaluate various types of primary pavement response derived load equivalency factors. These use pavement response measurements such as strain and deflection to estimate the equivalent damaging effect of any axle loading condition. These types of factors are also expressed in terms of a relative number of equivalent standard axle loads. A number of primary response equivalency factor methods were evaluated and several selected for further study. Deflection and strain pavement response measurements were evaluated over an experimental factorial of axle type, axle load, tire pressure, speed, pavement thickness, and pavement temperature. Primary response load equivalencies were calculated using the selected methods and a number of statistical comparisons were made.

Book excerpt: This report describes CTR Study 1246, which proved to be very dynamic, in that the initial objectives were not only met, but they were followed up by new objectives. This was due to decisions taken by the project steering committee during the execution of the project. Following initial exploratory studies in 1988, the Texas SDHPT initiated the present study through which a strategy for the acquisition of a mobile accelerated pavement testing device had to be developed. Initially, the study focussed on the feasibility of accelerated testing and the need for it in Texas. As part of the initial study, the relationship of accelerated testing to overall pavement engineering was reviewed in detail. Once the feasibility had been illustrated, the objectives were redirected to the acquisition of a mobile accelerated pavement device. The different available methods and machines were evaluated, and subsequently the Mobile Load Simulator (MLS) was selected for future application on pavements in the state of Texas.

The design comparisons include pavement structures subjected to a range in traffic, as represented by Traffic Indexes of 7, 9, 11, 13, and 15, and a range in subgrade strengths, as measured by subgrade R-values of 5, 20, and 40. This report illustrates that the AASHTO and Caltrans pavement thickness design procedures do not produce the same pavement structures for the same given inputs.
