Book excerpt: This study focuses on the junction between foreign policy and development policy, through a particular focus on Article 96 of the Cotonou Agreement. This agreement, which was signed in the year 2000 by the European Union and the African, Caribbean and Pacific group, provides a solid basis for ACP-EU political dialogue regarding respect for human rights, democratic principles, rule of law and good governance. Article 96 of this agreement provides the legal basis for consultations and the possible suspension of cooperation in cases where one of the parties feels the agreements essential elements are not being respected. The study looks at how coordination and coherence were handled in the preparation and conduct of different Article 96 consultation processes.

Available in PDF, EPUB and Kindle. Book excerpt: This book systematically analyses the EU’s commitment to a human rights-based approach to development through the lens of global justice theory. It identifies limits to the EU’s approach and discusses how standardised policies, particularly in the case of human rights sanctions, may be perceived as neo-colonially intrusive and can come at the cost of recognizing the experiences and interests of vulnerable groups and allowing for partner countries’ democratic ownership of their own development trajectory. Engaging with primary sources including official documents, reports, and 45 semi-structured interviews with EU and member state officials, the book also presents a novel explanation for why the EU, at times, steps out of its commitment to rights-based development and chooses differentiated foreign policy responses to similar situations. This book will be of key interest to scholars and students of EU foreign policy, EU development policy human rights, and international relations as well as policy practitioners working in the fields of development, human rights and democracy promotion.

Available in PDF, EPUB and Kindle. Book excerpt: Though the EU has tried to place human rights and democracy at the heart of its external action, there are serious concerns about its capacity to have a significant impact on the situation of human rights and human rights defenders as well as on the democratization processes taking place in different regions of the world. This edited volume sheds light on the achievements of EU policies and programmes in the field of human rights and democracy, also taking into account the challenges ahead. Analysing the changing global context’s effect on the ability of the EU to have a meaningful impact in the field of human rights and democratization, it examines relevant policies and programmes of the EU to see their impact on the ground. Combining various methodologies, the authors examine primary agreements and other EU documents, secondary sources (such as evaluations of EU’s policies and programmes) in the field of human rights and democracy promotion, and have interviewed EU officials, academics and other key stakeholders. From these, the book sheds light on specific programmes such as the EIDHR, the EOM and the EU Guidelines on Human Rights Defenders, illuminating the increasingly hostile environment to work for human rights and democracy in a number of countries. This text will be of key interest to scholars and students of EU human rights and law, to practitioners in Europe and beyond, and more broadly to EU studies, democracy studies and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: Preferential trade agreements have become common ways to protect or restrict access to national markets in products and services. The United States has signed trade agreements with almost two dozen countries as close as Mexico and Canada and as distant as Morocco and Australia. The European Union has done the same. In addition to addressing economic issues, these agreements also regulate the protection of human rights. In Forced to Be Good, Emilie M. Hafner-Burton tells the story of the politics of such agreements and of the ways in which governments pursue market integration policies that advance their own political interests, including human rights. How and why do global norms for social justice become international regulations linked to seemingly unrelated issues, such as trade? Hafner-Burton finds that the process has been unconventional. Efforts by human rights advocates and labor unions to spread human rights ideals, for example, do not explain why American and European governments employ preferential trade agreements to protect human rights. Instead, most of the regulations protecting human rights are codified in global moral principles and laws only because they serve policymakers' interests in accumulating power or resources or solving other problems. Otherwise, demands by moral advocates are tossed aside. And, as Hafner-Burton shows, even the inclusion of human rights protections in trade agreements is no guarantee of real change, because many of the governments that sign on to fair trade regulations oppose such protections and do not intend to force their implementation. Ultimately, Hafner-Burton finds that, despite the difficulty of enforcing good regulations and the less-than-noble motives for including them, trade agreements that include human rights provisions have made a positive difference in the lives of some of the people they are intended-on paper, at least-to protect.

However, while in some places the EU has a relatively strong record as a supporter of democratic values, it is failing to respond effectively to the emergence of a vastly more challenging environment for democracy promotion. This paper reveals serious limits across three strands of democracy policy - the magnitude of incentives offered in return for democratic change, the degree of critical pressure exerted for democratic reform and the scale of European democracy funding. Even where the EU is building on the initiatives it has pursued for the last two decades, the paper demonstrates that these policies fail to measure up to the challenges posed by the new international context.

Is the Commonwealth of Nations still relevant for its very diverse member states, ranging from small island states to Australia and India? In contemporary British politics, both organisations have come under fierce criticism, sometimes leading to hasty assessments of historical experiences and current policies. Given the fact that the United Kingdom, Cyprys and Malta are members of both organisations, and that ‘Brexit’ would have far-ranging consequences much beyond British shores, relations between the EU and the Commonwealth have featured surprisingly rarely in major debates of international policy. This edited volume suggests possible – and even desirable – connections between the two organisations by investing current contacts, fault lines, external critique and outside perspectives. Focusing on soft power, development, humanitarianism and modes of intervention, the authors investigate disputes over international norms and trade patterns. Through global approaches and specific case studies drawn from Asia, Africa and the Caribbean, they demonstrate where opportunities for international cooperation were missed and how useful partnerships might be found. The EU and the Commonwealth are undoubtedly very different organisations but distinctions can provide grounds for meaningful, relevant cooperation. More strategic dialogue between the Commonwealth and the EU, this volume agues, would be a valuable asset for the two international organisations, their member states and their citizens. This book was originally published as a special issue of The Round Table: The Commonwealth Journal of International Affairs.

(Autorenreferat)

Book excerpt: In a modern world with rapidly growing international trade, countries compete less based on the availability of natural resources, geographical advantages, and lower labor costs and more on factors related to firms' ability to enter and compete in new markets. One such factor is the ability to demonstrate the quality and safety of goods and services expected by consumers and confirm compliance with international standards. To assure such compliance, a sound quality infrastructure (QI) ecosystem is essential. Jointly developed by the World Bank Group and the National Metrology Institute of Germany, this guide is designed to help development partners and governments analyze a country's quality infrastructure ecosystems and provide recommendations to design and implement reforms and enhance the capacity of their QI institutions.
