Book excerpt: This evaluation study examined the effectiveness, efficiency, and impact of the statewide master plan for professional development (PD Master Plan) by investigating seven questions. With regard to effectiveness, (1) What was the level of implementation for the PD Master Plan, overall and by individual providers? (2) What were the impediments, if any, to its full implementation? (3) To what extent did providers' offerings reflect the West Virginia Board of Education (WVBE) Standards for Professional Learning? and (4) To what extent did providers' offerings reflect research-based professional development practices? With regard to efficiency, (5) To what extent did providers collaborate in the delivery of professional development, thereby reducing duplicative efforts? With regard to impact, (6) How well did providers' offerings address the WVBE's 2013-2014 Goals for Professional Learning? and (7) What was the impact of the professional development offered through the 2013-2014 PD Master Plan on educators' knowledge, practice, and attitudes? The unit of analysis for this study was the individual provider required by W. Va. Code ʹ18-2I to participate in the PD Master Plan. This provider group included: the Center for Professional Development (CPD), 2 of the required ten public institutions of higher education (IHEs) with teacher education programs, all 8 regional education service agencies (RESAs), and 11 offices in the West Virginia Department of Education (WVDE) that provide professional learning experiences to educators. To investigate the performance of these organizations, district central office staff, school administrators, general and special education teachers, instructional support teachers, school librarians/media specialists, and paraprofessionals were surveyed in the professional development sessions they offered to gain their views about the quality of their learning experiences. To investigate the seven evaluation questions, data was collected from providers in the form of "session reports," which required providers to report for each session they conducted. Some of the major findings for 2013-2014 included: (1) The PD Master Plan included more topics (479), sessions (1,056), and participants (33,196) than in previous years; (2) The Legislature's call for decentralization of professional development seemed to be reflected in the trends for the four major providers in the Plan, with the WVDE decreasing their number of offerings and participants from the previous year, while the regional education service agencies' (RESAs') slate of offerings rose dramatically, as did their participant counts; and (3) While all four of the Board Goals for Professional Learning received coverage, Goal 2 ("Increase deep content knowledge and proficiency in designing and delivering standards-driven instruction and assessments") was the focus of about 80% of sessions (n = 858) with 73% of attendees (n = 24,233). Book excerpt: This evaluation study examined the formation and implementation of the West Virginia Board of Education's Master Plan for Professional Staff Development for 2011-2012 (PD Master Plan). The performance of PD providers included in the PD Master Plan: Marshall University, all eight regional education service agencies (RESAs), the WV Center for Professional Development (CPD), and eight WV Department of Education (WVDE) offices were examined. Two main data sources: PD session reports from the providers, and an online survey of 6,312 participants who attended the sessions to which 4,281 responded (68% response rate) were used. Of the sessions planned, 77.5% were implemented-down slightly from the previous year. Attendance was also down, dropping nearly 42% from about 37,000 in 2010-2011 to under 22,000 in 2011-2012. The RESAs, CPD, and Marshall all saw lower attendance, while WVDE providers' attendance was slightly up. Overall, participants were in agreement that the sessions they attended adhered to research-based practices for high quality PD. The strongest ratings were given to the relevance and specificity (content-focus) of the PD. The weakest ratings were for two followup items-that is, follow-up discussion and collaboration, and related follow-up PD. Only 51.2% of respondents agreed that the sessions they attended were helpful in moving them toward the Board goals they were intended to support. Participants reported greatest impacts on their knowledge and behaviors, with less impact on their attitudes and beliefs. Collectively, it is estimated that participants traveled more than 20,000 hours to attend the PD, with participants from some counties traveling twice as long as others. As for formation of the plan, only one of the 11 public institutions of higher education (IHEs) with teacher preparation programs participated in the PD Master Plan and only eight of 15 WVDE offices. All eight RESAs participated. The ability of some providers to participate meaningfully is hampered by the schedule that must be kept in formulating the PD Master Plan. It is unknown how much of the PD offered by IHEs, RESAs, and the WVDE falls outside of that which is included in the PD Master Plan. Limitations of study: While a 68% response rate is high for this type of survey, there remained a portion of the sample from whom we did not hear, whose perceptions of the PD are unknown. Recommendations. The Board may wish to consider urging providers to (a) support more followup to their PD, (b) better align their PD with the Board's goals, and (c) reduce travel time by using more online PD formats; and to consider (d) other methods for including IHEs in the PD Master Plan, (e) reopening the PD Master Plan in early October to allow providers to revise their plans, and (f) conducting a study of the PD offered outside of the PD Master Plan by the four main groups of providers (i.e., CPD, RESAs, IHEs, and WVDE). Appended are: (1) West Virginia Code (ʹ18-2-23a); (2) Providers' Session Report Protocol; (3) WV PD Master Plan: 2012 Participant Survey; (4) E-mail Survey Participation Requests; (5) Providers' Missing Sessions Report; and (6) Participant Survey Data Tables.
