Available in PDF, EPUB and Kindle. Book excerpt: In Germany, development cooperation is the policy field with the longest tradition in evaluation. All major German organisations in development cooperation use the instrument of evaluation - however, to different degrees with regard to qualitative and quantitative aspects. This study on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) analyses methodically analyses the way the different organisations evaluate, how much they know about the impact of their projects and programmes, and if or how their evaluation systems can be integrated a larger whole. Until now, there has been no comparable analysis, neither in other German policy fields nor in development cooperation of other European countries. Book Synopsis Development Cooperation - Evaluation and New Approaches by : Heinz Ahrens
Download or read book Development Cooperation - Evaluation and New Approaches written by Heinz Ahrens and published by Duncker & Humblot. This book was released on 2005-07-29 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume represents some of the Proceedings of the Annual Meeting of the Research Committee on Development Economics (Ausschuss für Entwicklungsländer) of the German Economic Association (Verein für Socialpolitik) held in Cologne, Germany, in July 2004. The meeting focused on the effectiveness of, and new approaches in, development cooperation. Both issues have become increasingly important in recent years in view of the declining volume of budget funds allocated to development cooperation. The papers discussing the effectiveness of foreign aid shed new light on the issue at a crucial moment where economists have begun to question the recent consensus that the productivity of aid mainly depends on the recipient country's policy environment. As far as the contributions dealing with new approaches in development cooperation are concerned, these are centred on a closer integration of the private sector, by joint action with so-called lead firms in production networks on the one hand, and the mobilization of additional financial resources from international capital markets for bilateral development cooperation, on the other. The authors also make suggestions concerning critical aspects relevant for implementation. The last part of this volume is dedicated to an assessment of low-income countries' pension schemes based on the human capital approach.
Book Synopsis The Federal Republic of Germany. German Development Cooperation by : Eric Loehr

This book was released on 2024-03-11 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: Master's Thesis from the year 2023 in the subject Politics - Political Systems - Germany, grade: 1,3, University of Cologne (Cologne Center for Comparative Politics), language: English, abstract: This master's thesis aims to expand the state of research by examining federal-state cooperation in the context of international DC. To this end, the policy field will first be described in terms of its institutional structure. Multi-level governance research as a sub- discipline of political science serves as the theoretical basis for classifying the system. Furthermore, the discussion of governance forms, as well as their opportunities and risks, serves as an in-depth description of the relationships between the actors of the system. To contextualise the framework, the theory of federalism is used. In this way, the influence of the prevailing political system can be considered. The FSP is used as a case study so that the impact of federal-state cooperation on state DC can be determined. At the time of this research report, no evaluation reports of the FSP exist. It is important to mention that the entire multi-level system is examined so that a possible conceptual deficiency can be counteracted, and no analytical gap arises. The focus of the paper is thus on the following question: To what extent does the multi-level system influence the performance of state development cooperation in the Federal Republic of Germany? The policy field of Development cooperation in Germany is subject to constant review of projects, with system-oriented studies on the decentralisation of the multi-level system being conducted in addition to content-specific impact studies. In this context, Groß analyses the impact of the multi-stakeholder approach, which is enshrined in the Sustainable Development Goals. The results show that the inclusion of all relevant stakeholders from politics, civil society and the private sector has a positive impact on the effectiveness and sustainability of decentralisation forms. The study underlines the importance of integrating all actors in a multi-level system. Consequently, it is noticeable that the state of research on federal-state cooperation in German DC is limited. Bohnet et al. discuss the structure of German DC in 2018. While the federal ministries involved are considered in detail, the representation of the federal states can be classified as marginal. Herrmanns examines the challenges of the German DC to be able to make recommendations for action for more efficiency.
