Prior to 1995. there were five national evaluation organizations: the American Evnluntion Association (AEA). the Asociacion Centroamericana de Evaluacion (ACE). the Australasian Evaluation Society (AES). the Canadian Evaluation Society (CES). and the European Evaluation Society (EES). In November 1995. AEA and CES cosponsored an international evaluation conference in Vancouver, of the conference was "Evaluation for a New British Columbia. The theme Century-A Global Perspective." Delegates from 50 countries throughout Europe, Australia. New Zealand, Asia, Africa, and Central and South America attended the conference. The conference combined workshops and lecture fonnats to bring participants the most up-to-date and relevant information in a variety of sectors. Following the Vancouver conference, there was a gestation period, after which several national evaluation organizations in Europe were born (AEA/CES, Evaluation '95, On-Site Program). In 1997, EES held a conference in Stockholm. The theme of the conference was "What Works and for Whom'?" More than 280 evaluation professionals from 30 countries in Europe and throughout the world attended the conference. The conference provided a forum for academic professionals and civil servants to meet and share their experiences. Leaders emerged with goals to increase membership and to create extensive professional networks within the society (EES Newsletter, 2/97).

Book excerpt: Thomas Kellaghan Educational Research Centre, St. Patrick's College, Dublin, Ireland Daniel L. Stufflebeam The Evaluation Center, Western Michigan University, Ml, USA Lori A. Wingate The Evaluation Center, Western Michigan University, Ml, USA Educational evaluation encompasses a wide array of activities, including student assessment, measurement, testing, program evaluation, school personnel evalua tion, school accreditation, and curriculum evaluation. It occurs at all levels of education systems, from the individual student evaluations carried out by class room teachers, to evaluations of schools and districts, to district-wide program evaluations, to national assessments, to cross-national comparisons of student achievement. As in any area of scholarship and practice, the field is constantly evolving, as a result of advances in theory, methodology, and technology; increasing globalization; emerging needs and pressures; and cross-fertilization from other disciplines. The beginning of a new century would seem an appropriate time to provide a portrait of the current state of the theory and practice of educational evaluation across the globe. It is the purpose of this handbook to attempt to do this, to sketch the international landscape of educational evaluation - its conceptual izations, practice, methodology, and background, and the functions it serves. The book's 43 chapters, grouped in 10 sections, provide detailed accounts of major components of the educational evaluation enterprise. Together, they provide a panoramic view of an evolving field.

The book deals with the most strategic contemporary evaluation themes. Each of these themes contains discussions of theoretical issues illustrated with one or more short case studies, while selected longer case studies and other relevant documentation are also taken up in annexures at the end of the book. The book therefore comprises a guide to best M&E practices for purposes of systematic policy, programme and project evaluations. It is suitable for both professional M&E institutionalisation and capacity-building projects as well as for evaluation information dissemination and education at different levels in the public, private and voluntary sectors in society, especially in a developmental context.

Book excerpt: "This book presents a structured yet flexible methodology for developing intercultural competence in a variety of contexts, both formal and informal. Piloted around the world by UNESCO, this methodology has proven to be effective in a range of different contexts and focused on a variety of different issues. It therefore can be considered an important resource for anyone concerned with effectively managing the growing cultural diversity within our societies to ensure inclusive and sustainable development. Intercultural competence refers to the skills, attitudes and behaviours needed to improve interactions across difference, whether within a society (differences due to age, gender, religion, socio-economic status, political affiliation, ethnicity, and so on) or across borders. The book serves as a tool to develop those competences, presenting an innovative adaptation of what could be considered an ancient tradition of storytelling found in many cultures. Through engaging in the methodology, participants develop key elements of intercultural competence including greater self-awareness, openness, respect, reflexivity, empathy, increased awareness of others, and in the end, greater cultural humility. This book will be of great interest to intercultural trainers, policymakers, development practitioners, educators, community organizers, civil society leaders, university lecturers and students -- all who are interested in developing intercultural competence as a means to understand and appreciate difference, develop relationships with those across difference, engage in intercultural dialogue and bridge societal divides"--

Available in PDF, EPUB and Kindle. Book excerpt: Humanitarian intervention has become a much more frequent form of development assistance, and there has been a corresponding need to evaluate the effectiveness of such interventions. This is the first compilation of the experiences of practitioners engaged in humanitarian programme evaluations, and the lessons they have learned. The case studies cover the different kinds of humanitarian emergency characteristic of the past decade. The contributors address the context in which evaluations of humanitarian assistance take place; the actual process of doing evaluations; and the lessons for improving how such evaluations might be better undertaken in future. This pioneering volume should be of practical value to agencies and individuals engaged in both the delivery of humanitarian assistance in complex emergencies and its evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: Standard methods of impact evaluation often leave significant gaps between what we know about development effectiveness and what we want to know--gaps that stem from distortions in the market for knowledge. The author discusses how evaluations might better address these knowledge gaps and so be more relevant to the needs of practitioners. It is argued that more attention needs to be given to identifying policy-relevant questions (including the case for intervention), that a broader approach should be taken to the problems of internal validity (including heterogeneity and spillover effects), and that the problems of external validity (including scaling up) merit more attention by researchers.
