Book excerpt: Limited capital investment for major transportation improvements and growth in metropolitan areas require the most efficient use of the existing transportation system. One means to achieve this is high-occupancy vehicle (HOV) lanes. While an extensive system of permanent HOV lanes is planned for the Dallas-Fort Worth urbanized area, the Texas Department of Transportation (TxDOT) and Dallas Area Rapid Transit (DART) have pursued and continue to pursue short-term or interim HOV lane projects that would enhance public transportation and overall mobility. There are currently 57 km (35.4 mi) of interim HOV lanes operationalin the Dallas area, including a barrier separated contraflow lane on I-30 (East R.L. Thornton Freeway) and buffer-separated concurrent flow HOV lanes on I-35E North (Stemmons Freeway) and I-635 (Lyndon B. Johnson Freeway). The objective of this research is to investigate the operational effectiveness of the new concurrent flow HOV lanes in the Dallas area, as well as to assess the effectiveness of concurrent flow (buffer-separated) versus contraflow (barrier-separated) HOV lanes. Issues such as person movement, carpool formation, travel time savings, violation rates, and project cost effectiveness are addressed. By understanding the operational performance and issues of both concurrent flow (buffer-separated) HOV lanes and contraflow (barrier-separated) HOV lanes, recommendations can be made on suggested HOV lane policies, including the type of permanent HOV lanes to be implemented in the Dallas area.

Book excerpt: This report documents a study conducted to assess and test promising technologies for HOV lane enforcement. After a qualitative assessment of video, automatic vehicle identification, and infrared machine vision technologies, the study was suspended because no preferred infrared technology was available for testing. The study was resumed when a vendor demonstrated promising video technology. The highoccupancy vehicle enforcement and review (HOVER) system was then developed for an operational test on the East R.L. Thornton (I-30) contraflow HOV lane in Dallas, Texas. The results of the operational test indicated that the HOVER system, in its current state, could support a program that mails HOV information to suspected violators (similar to the HERO program). The study's limited budget prevented several improvements that could improve the capabilities of the HOVER system. With several enhancements to the system (e.g., improved license plate recognition and "whitelist" license plate database, etc.), the HOVER system could be used to perform enforcement screening. Significant enhancements to the system (e.g., high-quality video cameras and additional camera views, improved video signal transmission, improved license plate capture and recognition, etc.) could enable its use for HOV ticket-by-mail programs, although enabling legislation does not currently exist in Texas. The author recommends implementation of these enhancements and further testing to determine future system potential.

Finally, the research incorporates simple trade-off tools to allow TxDOT and local entities to assemble all relevant factors into an analysis to aid decision makers in evaluating the available options. The analysis tool was developed in Visual Basic.Net®. the program is called the High-Occupancy/Toll STrategic Analysis Rating Tool (HOT START), and it is designed to be easily tailored to local needs. The report also provides an application of the tool to a hypothetical freeway.

That discussion describes the findings of the Texas research on some of the key questions that are typically asked when a community is considering an HOV lane. The final section of the report deals with how to know if an operating HOV lane is meeting expectations. It identifies measurable objectives and constraints that will provide important ongoing evaluation and feedback.

As of the end of 1994, HOV lanes were in operation on the five following Houston freeways: 1) Katy Freeway (I-10W); 2) North Freeway (I 45N); 3) Northwest Freeway (U.S. 290); 4) Gulf Freeway (I-45S); and 5) Southwest Freeway (U.S. 59S). The only HOV facility in operation in Dallas as of the end of 1994 was on the East R.L. Thornton Freeway (I-30E). This research report provides an analysis of data related to the 1) operation of the HOV lanes; 2) operation of the freeway mainlanes; 3) combined HOV lane and freeway data; and 4) data relating to transit usage and operations. Both a "before" and "after" trendline analysis (where applicable) and a comparison to control freeways are used as a means of assessing the impacts of the HOV facilities. As of December 1994, 102.4 kilometers (63.6 miles) of barrier-separated HOV facilities were in operation in Houston, while 8.4 kilometers (5.2 miles) were in operation in Dallas. Approximately 76,000 daily person trips are served on the Houston HOV lane system. Sixty-four percent of total person trips on the Houston HOV lanes are being served by carpools and vanpools, with the remaining 36 percent being served by buses. The East R.L. Thornton HOV lane in Dallas serves approximately 13,000 daily person trips. Book excerpt: The System Planning Methodology was developed jointly by the Texas Department of Transportation (TxDOT), North Central Texas Council of Governments (NCTCOG), Dallas Area Rapid Transit (DART), and Texas Transportation Institute (TTI) as a transportation corridor and system analysis tool that would bridge the gap between regional planning and detailed corridor design. It allows for the examination of peak hour person movement for different facility types within a corridor and estimates associated public costs (e.g., right-of-way, construction, operation, congestion, and environmental costs). The objective of the methodology is to find the lowest total public cost alternative. This project extends the methodology to include costs associated with traffic incidents (nonrecurrent congestion) and tests the results on five corridors in the Dallas area to determine if it alters the recommended alternative previously identified for each corridor. It also adds toll lanes and high occupancy/toll lanes (HOT) as alternatives that can be evaluated against other combinations of general purpose lanes, high occupancy vehicle (HOV) lanes, and express lanes.
