Although oversight offices are intended to represent the interests of the public, they rarely or irregularly solicit public opinion. An online survey was developed to answer the general research question, "What are the public's priorities for police oversight in King County?" and it appears to be the first attitudinal survey of its kind in the United States. A total of 1,700 survey responses were recorded, of which 1,110 were completed with 60% or higher item response by King County-based respondents. Results reveal that the issues of most importance to the public of King County are: ensuring the public receives timely, accurate updates about a case following a deadly force incident (52%); tracking trends in police use of force (52%); providing general support and guidance to families following a use-of-force incident (47%); and monitoring the development and implementation of police training curricula (47%). An overwhelming majority of respondents believe that the use of dash or body cameras will improve the quality of policing and police accountability (74%). The study also gauged public experiences with oversight. Statistical testing confirms significant relationships between experience with oversight and gender, race, age, political identity, and having familial ties to law enforcement"--Abstract.

These agencies aim to provide accountability of law enforcement through civilian review of police policies, independent civilian investigations of citizen complaints against the police, and through civilian review of police investigations of citizen complaints. Although civilian oversight of law enforcement has been developing since the late 1940s there has been little research on the topic. There is little research on characteristics of specific oversight agencies and even less research on measuring the performance of civilian oversight. This exploratory study aspired to learn about the structures and functions of four specific oversight agencies, and to compare these agencies using performance measures identified in existing literature. The sources of data for this study are qualitative interviews. The interviewees consist of five classifications of individuals associated with oversight agencies in some manner. This study found that the varying structure and function of each oversight agency yielded both positive and negative results. The political influences on oversight agencies and the authority of the oversight agencies were found to be sources of contention that impeded their missions. The criticism in existing literature that civilians do not have the necessary training and experience to hold police departments accountable was corroborated by the interviews. Most importantly this study found that none of these oversight agencies actively employed measures to evaluate their own performance. Furthermore, when this study applied performance measures identified in existing literature, it found the oversight agencies were deficient.

Book excerpt: When a police officer exercises their statutory authority to use force against a member of society, and that force results in death, the public must have confidence that the police acted legitimately. The inquiry this thesis facilitates examines current police oversight law that purports to hold police accountable in circumstances of police-involved death in British Columbia. The research is motivated by two assertions: 1. The government's response to reform the investigatory and legal processes for the determination of allegations of police-involved death is inadequate; the resulting police oversight regime is too complex, and fails to act in the public interest. 2. Oversight and law enforcement agencies limit access to the information required for families and the public to understand the circumstances of, and to fairly assess, alleged police-involved death. While this research does not anticipate a singular resolution to the complex and longstanding questions of police accountability in BC, it draws attention to an unresolved history of police un-accountability as a matter of public interest. Due to the complex nature of the legal framework, this research does not identify an exhaustive list of issues within policing law.
