Department of Educational Leadership, December 2022.This study was designed to evaluate the outcome of an action research-oriented, multi-modal intervention intended to lessen chronic student absenteeism among students in Grade 1 through Grade 3 within a Title I district in North Carolina. The theory of action was that if the perception of the value of early education held by parents of chronically absent students was sharpened and the children themselves were (a) engaged positively as individuals on a daily basis with a specific adult and (b) rewarded for being present at school, then the children would attend school more consistently as evidenced by the school attendance records. Chronic absenteeism was a national problem among both high school and elementary school students. Anecdotal evidence suggests that absenteeism has worsened since the advent of COVID-19. The inherent complexity of absenteeism makes it even more challenging to address. Students in poverty were most susceptible to being chronically absent, thus widening the achievement gaps between them and their non-economically challenged peers. Researchers have suggested that parents' beliefs about the value of early education contribute to students' attendance patterns. The three-pronged intervention I implemented in this case study began by ascertaining parents' perceptions schoolwide of the value of schooling, focusing on a small number of children who are chronically absent and inviting their parents to enter into an ongoing dialog with me throughout the intervention during which their children engage positively on a daily basis with an adult in the school environment and were rewarded for consistent attendance.

This study sought to review previous interventions and determine which initiatives worked to improve student attendance using qualitative and quantitative methods. Qualitative methods such as interviews and document analysis were conducted with staff and administrators who work within the school district, ensuring attendance regulations are being met. Their responses, along with a review of related literature, provided insights into recent initiatives undertaken to address attendance issues. Quantitative methods, specifically a teacher survey, was designed based on themes resulting from the literature review. This feedback helped to place the problem of attendance in perspective and was used as a baseline measure to determine if previous initiatives had any impact on student attendance rates. A search of the literature indicated that numerous studies address the causes of student absences, absenteeism, and truancy, yet there is limited data that addressed what schools are or are not doing to combat the increasing problem of excessive absences in the elementary grades. Data gathered from semi-structured interviews, surveys, and document analysis provided a basis for remedying this problem. Using indicators obtained from research data may provide school districts with a starting point in which to develop or improve existing strategies for improving attendance at the elementary grades.

This accountability has led to more enforced testing and data reporting from schools. In particular, attendance has become a hot focal point of school data reporting. Schools are under increased scrutiny in order to have students maintain a high attendance percentage. Due to these new regulations on attendance, one Midwestern high school has begun an initiative to increase student attendance. They have used both intrinsic and extrinsic motivators in order to persuade students that attendance is an important part of them obtaining their high school diploma. Early findings show that during the year that the attendance was monitored some changes were met. There were significant differences found between when extrinsic and intrinsic motivators were present. During the first semester more of extrinsic motivators were used and during the second semester the school switched to more use of intrinsic motivators for attendance. Attendance was at a higher percentage during the first semester when extrinsic motivators were used. A drawback of the finding is that there will not be a four year follow up to see if the different intervention strategies have been successful. Also, it is hard to account for all of the other external factors that may play a role in whether or not students had a high percentage. It is vital, however, that in order for schools to meet the states requirements on attendance percentages they continue to try new intervention strategies on improving attendance.
