He focuses especially on films about borders, borderlands, and cultural zones as he traces the development of interzones from the inception of central European cinema to the avant-garde films of today. Throughout, he shows how cinema both reflects and engenders interzones that explore the important questions of Europe's social order: imperialism and nation-building in the late nineteenth and early twentieth centuries; "first contact" between former adversaries (such as East and West Germany) following World War II and the Cold War; and migration, neo-colonialism, and cultural imperialism in the twenty-first century. At the same time, multilevel governance has emerged as an important concept, highlighting shifts both in horizontal relations between state and society and in vertical links between actors at different territorial levels. In this state-of-the-art study, Ian Bache traces the relationship between these two key elements, considering the extent to which Europeanization advances multilevel governance within member states through the requirements of EU cohesion policy. Bache focuses especially on Britain, a member state whose political system has been increasingly characterized by multilevel governance since it became an EU member. Comparing Britain's case to that of ten other member states, the author distinguishes between the EU's effects in simple polities--in which voice, influence, and power are diffused through multiple levels and modes of governance--and in compound polities, where voice, influence, and power are more concentrated. Bringing together the conceptual tools of multilevel governance and policy networks and developing a framework for using these tools together in future research, this clearly written study will be valuable for scholars and students of EU and British politics.

Book excerpt: This book examines Europeanization in the European Economic Area (EEA), exploring whether non-member states can have an input into EU decision-making and whether the EU can successfully export its policies within the framework of the EEA. Iceland, Norway and Liechtenstein, while not EU member states, are members of the European Free Trade Association (EFTA) and signatories of the EEA Agreement. The Agreement allows participation in the EU’s internal market but also requires extensive and continuous adaptation to EU rules. Whilst existing literature is limited mainly to the EU’s impact on its own member states or neighbours to the east, this book extends the study of Europeanization to the EEA, exploring whether Iceland, as a non-member state, can have an input into EU decision-making and, conversely, whether the EU can ensure that its policies are adhered to outside of its borders. The author argues that, although the EEA Agreement is not without its challenges, it has proved considerably more resilient than originally expected. This raises the question of whether the EEA provides a realistic alternative to EU membership for other states with close ties to the EU. Located at the intersection of contributions from the literatures on multilevel governance and Europeanization, this book offers a new theoretical framework to account for state rescaling processes in small unitary states. By means of a comparative analysis of eight small unitary states in Europe, this book shows that the impact of the EU on subnational mobilization is filtered through domestic mediating factors which can lead to three possible outcomes: decentralization, recentralization or no change. The book offers a balanced combination of analytical clarity and the richness of empirical accounts in a wide diversity of case studies. It sheds a new light on the ‘hybrid nature’ of the European polity and demonstrates that member state governments have remained the most important pieces of the European puzzle. Overall, it arrives at two conclusions: first, that we are witnessing a ‘transformation of the state’ rather than its demise; second, the notion of a ‘Europe of the Regions’ in small unitary states was no more than a ‘damp squib’. In doing so, the book shows that everyday events tell us that as much as it is about changing structures, institutions, and economic models, Europeanization is also about changing behaviours and ideas in populations at large. At the same time, the work shows that countries outside the EU use everyday events to perform their belonging to Europe.
