At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. Collectively, this volume advances three arguments: the utility of the EU’s regulatory power resources is context specific; debates about what kind of power the EU is, at least as currently conceived, are unproductive; and that the EU’s engagement in the world is better explained through general theories of international political economy. It provides a unique comparative analysis of the EU’s capacity for projecting its policies outward. Focusing on trade policy, agriculture, food safety, competition, social rights, environmental policy, transport, migration, nuclear non-proliferation, or financial regulation, each chapter contributes to a better understanding of the EU’s role in shaping global policies, the mechanisms it uses and the conditions leading to success or failure.
