Book excerpt: At least 55 million children in the WHO European Region experience some form of violence in their lifetime. Violence against children is a leading public health problem with devastating consequences for the victims and their families. The total annual cost to the health systems of the Region of not preventing adverse childhood experiences, including violence, amounts to USdollars 581 billion. This publication explores the progress that countrieshave made in implementing activities to achieve the Sustainable Development Goal (‎SDG)‎ targets on ending violence against children by 2030 through the lens of the seven INSPIRE evidence-based strategies for ending violence against children. Data collected through a survey of government-appointed national data coordinators in 45 of the 53 Member States of the Region show that government support for the implementation of INSPIRE was highest for implementation and enforcement of laws (‎95%)‎ and parent and caregiver support (‎78%)‎, and lowest for income and economic strengthening (‎37%)‎. Surveillance of violence against children remains inadequate, and most countries do not undertake regular surveys. To achieve the SDG targets, more support from governments is needed.

Book excerpt: The Global status report on preventing violence against children 2020, developed through consultation with Member States, measures the extent to which governments around the world are taking these evidence-based actions to achieve the SDG targets on ending violence against children and provides a baseline against which governments can monitor their progress. It focuses on interpersonal violence which accounts for most acts of violence against children, and includes child maltreatment, bullying and other types of youth violence, and intimate partner violence.

The Secretary General of the 47-nation Council of Europe, Marija Pejčinović Burić, has highlighted a “clear and worrying degree of democratic backsliding” in her latest annual report on the state of democracy, human rights and the rule of law across the continent. “In many cases, the problems we are seeing predate the coronavirus pandemic but there is no doubt that legitimate actions taken by national authorities in response to Covid-19 have compounded the situation. The danger is that our democratic culture will not fully recover,” said the Secretary General. “Our member states now face a choice. They can continue to permit or facilitate this democratic backsliding or they can work together to reverse this trend, to reinforce and renew European democracy and to create an environment in which human rights and the rule of law flourish. “This is the right option for the 830 million people who live in the Council of Europe area.” Based on the findings of different Council of Europe bodies, including the European Court of Human Rights, the Secretary General’s report assesses recent developments in areas including political institutions and judicial independence, freedom of expression and association, human dignity, anti-discrimination and democratic participation. The report encourages member states to use existing and future Council of Europe mechanisms to address many of the challenges identified, on the basis of the following key principles: - National authorities should return to fundamental democratic principles and recommit to Council of Europe legal standards, including the implementation of judgments from the European Court of Human Rights; - Member states should fully embrace the multilateralism embodied by the Council of Europe for more than 70 years; - Covid-related restrictions and measures must not only be necessary and proportionate, but also limited in duration; - National authorities should embrace democratic culture, recognising where their words, activities or legislation have diminished that culture by reducing civic space, by intimidating or preventing individuals, organisations and NGOs from exercising their freedom of speech or assembly, or by excluding people from participating fully in society.

Available in PDF, EPUB and Kindle. Book excerpt: Violence Against Children adopts in its title the exhortation of Nobel Laureate Amartya Sen, "Making Human Rights Real," which also represents the leitmotif of the book. It examines the prevalence of violence against children in Africa, the Asia Pacific Region, Europe, Latin America and the Caribbean, and in the United States, and explores major ways of its prevention. Making human rights real engenders the challenge of helping all children to be free from violence and to lead a life replete with genuine nurture and the elimination of all violence. Only in this manner will the goal of the United Nations 2030 Agenda for Sustainable Development —target 16.2—be achieved and the child as a rights-bearing individual realized in her/his fullness. The specially commissioned chapters that make up the volume have been written by renowned scholars, researchers and advocates. They coalesce to provide an overview of the challenges facing children exposed to violence worldwide, and they advance discussions of the measures which are available and necessary for the prevention of violence against children. The book is intended for policy-makers, researchers and students of the social sciences and human rights who are interested in ending all the widespread maltreatment of children in our societies and our time.

Book excerpt: This report explores the strategies led by government, nongovernmental and civil society organizations to prevent and respond to violence against women and children (‎VAWC)‎ during the COVID-19 pandemic, and the impact of the pandemic on service demand across the WHO European Region. An assessment between 1 January and 17 September 2020 included a scoping review of publications and media reports, a survey distributed to the WHO European Healthy Cities Network and violence and injury prevention focal points, and interviews with key informants. Measures to prevent and respond to VAWC were taken by 52 Member States, the most common being the use of media to raise awareness of VAWC and provision of services through online platforms. There was a median reported increase in service demand related to VAWC of approximately 20% overall and 47% for services provided by nongovernmental organizations, contrasted with an increase of 6% for law enforcement services and a decrease of 8% for health and social services.

Book excerpt: Approximately 1.3 million people die each year on the world's roads, and between 20 and 50 million sustain non-fatal injuries. The Global status report on road safety is the first broad assessment of the road safety situation in 178 countries, using data drawn from a standardized survey. The results show that road traffic injuries remain an important public health problem, particularly for low-income and middle-income countries. Pedestrians, cyclists and motorcyclists make up almost half of those killed on the roads, highlighting the need for these road users to be given more attention in road safety programmes. The results suggest that in many countries road safety laws need to be made more comprehensive while enforcement should be strengthened. The Global status report on road safety results clearly show that significantly more action is needed to make the world's roads safer. [Ed.]
