Available in PDF, EPUB and Kindle. Book excerpt: The emergence of a common security and foreign policy has been one of the most contentious issues accompanying the integration of the European Union. In this book, Michael Smith examines the specific ways foreign policy cooperation has been institutionalized in the EU, the way institutional development affects cooperative outcomes in foreign policy, and how those outcomes lead to new institutional reforms. Smith explains the evolution and performance of the institutional procedures of the EU using a unique analytical framework, supported by extensive empirical evidence drawn from interviews, case studies, official documents and secondary sources. His perceptive and well-informed analysis covers the entire history of EU foreign policy cooperation, from its origins in the late 1960s up to the start of the 2003 constitutional convention. Demonstrating the importance and extent of EU foreign/security policy, the book will be of interest to scholars, researchers and policy-makers.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union's foreign policy is full of paradoxes. The Union aspires to be a powerful international actor without becoming a super-state. It hopes to prevent and manage conflicts, but refrains from acquiring the military means to do so. It embarks on the project of widening its borders, but continues its deepening project which makes the entrance hurdles for applicant countries ever higher. It wishes to maintain strong transatlantic links, but continues to build institutions that make the EU more independent from - if not competitive with - the United States. In this stimulating book, distinguished European and American intellectuals offer solutions to imperative but unanswered questions: How can the Union's enormous normative `power of attraction' combined with its operational weakness be explained? Can the Union remain a `civilian power' when coping with an `uncivilized' world? Can a European foreign policy get off the ground without prior emergence of a European demos? Are national policies within the Union increasingly convergent or divergent? And how can the Union's international performance be assessed?

Book excerpt: The first book to explore the EU's record as a global actor since the creation of the Common Foreign and Security Policy in 1993 within the context of the Treaty of Amsterdam and recent decisions relating to NATO and EU enlargement. The chapters focus on: * the interface between EU foreign and trade policies * the EU's relationship with European defence organizations * its behaviour within the OSCE and UN * the institutional consequences of the CFSP * case studies of EU policies towards Central and Eastern Europe and the Maghreb countries. The editors draw the findings together to assess whether the EU has been successful as a global actor and consider the question: can the EU become a more credible, reliable and unitary global actor?

Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This substantially updated and revised edition offers a comprehensive overview of the challenges confronting the political system as well as the international politics of the European Union. It draws from a spectrum of regional integration theories to determine what the Union actually is and how it is developing, examining the constitutional politics of the European Union, from the Single European Act to the Treaty of Nice and beyond. The ongoing debate on the future of Europe links together the questions of democracy and legitimacy, competences and rights, and the prospects for European polity-building. The aim is to contribute to a better understanding of the emerging European polity and the questions that further treaty reform generates for the future of the regional system. The authors also assess the evolving European security architecture; the limits and possibilities of a genuine European foreign, security and defence policy; and the role of the EU in the post-Cold War international system. Common themes involve debates about stability and instability, continuity and change, multipolarity and leadership, co-operation and discord, power capabilities and patterns of behaviour. The book traces the defining features of the ‘new order’ in Europe and incorporates an analysis of the post-September 11th context.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union's evolution to become a global actor is examined through its relationship with the United States from the Yomkippur war to the Gulf conflict. Indepth case-studies of the 1973 Arab-Israeli war, martial law in Poland 1981-82 and the Kurdish crisis in Iraq 1991 are shown to support a theoretical critique. The dominant 'realist' approach to international relations is unable to adequately explain transatlantic tensions in this period. New frameworks are needed to explain the 'agency-structure' of internal European and EU-US relationships.

Available in PDF, EPUB and Kindle. Book excerpt: This text reviews a variety of approaches to the study of the European Union's foreign policy. Much analysis of EU foreign policy contains implicit theoretical assumptions about the nature of the EU and its member states, their inter-relationships, the international system in which they operate and the nature and direction of European integration. In many instances such assumptions, given that they are not discussed openly, curtail rather than facilitate debate. The purpose of this book is to open up this field of enquiry so that students, observers and analysts of EU foreign policy can review a broad range of tools and theoretical templates from which the development and the trajectory of the EU's foreign policy can be studied.

Available in PDF, EPUB and Kindle. Book excerpt: The radical changes taking place in the international scene during the late 1980s have presented the European Communities with important new challenges. The twelve Member States agreed that the only way to respond effectively to this new situation was to speed up the European integration process, and in December 1990 two Intergovernmental Conferences were inaugurated, focusing respectively on the development of an Economic and Monetary Union and a Political Union. It was the difficult task of the Luxembourg and Dutch Presidencies to channel the often very diverging positions of the different actors in the process into one coherent set of amendments to the Treaties forming the European Communities. This publication examines the positions which the different Member States, the Commission and the European Parliament have been defending in the Intergovernmental Conference on Political Union and more particularly with regard to one of the most sensitive topics under discussion, namely the development of a Common Foreign and Security Policy (CFSP). The introduction places the debate on the development of a Political Union and a CFSP in an historical perspective and gives an overview of the progression of the negotiations. The concluding chapter presents a general framework for better understanding of the course and results of the negotiations, and a critical evaluation of the outcome. The annexes reproduce the main proposals on the development of a CFSP submitted to the Conference.

The book examines U.S. policy toward European unity and the evolution of a West European pillar in foreign policy and defence, contrasts U.S. and European approaches toward specific global issues, and considers Atlantic relations in light of the dramatic European upheavals in 1989-90.

The failure of its first significant foreign policy test, the war in Bosnia, highlights the extent of the problem." "The European Community in World Politics provides a timely assessment of the European Community's attempts not only to develop internal policy but more significantly its approach to external relations with the rest of Europe, the United States, Japan and the developing world." "Combining theoretical analysis on the nature of foreign policy formulation with extensive empirical research, this volume fills a gap in the literature and will be of great value to students and scholars alike."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc.
