Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This substantially updated and revised edition offers a comprehensive overview of the challenges confronting the political system as well as the international politics of the European Union. It draws from a spectrum of regional integration theories to determine what the Union actually is and how it is developing, examining the constitutional politics of the European Union, from the Single European Act to the Treaty of Nice and beyond. The ongoing debate on the future of Europe links together the questions of democracy and legitimacy, competences and rights, and the prospects for European polity-building. The aim is to contribute to a better understanding of the emerging European polity and the questions that further treaty reform generates for the future of the regional system. The authors also assess the evolving European security architecture; the limits and possibilities of a genuine European foreign, security and defence policy; and the role of the EU in the post-Cold War international system. Common themes involve debates about stability and instability, continuity and change, multipolarity and leadership, co-operation and discord, power capabilities and patterns of behaviour. The book traces the defining features of the ‘new order’ in Europe and incorporates an analysis of the post-September 11th context.

Book excerpt: The general review of the European Union’s budget scheduled for the years 2008 and 2009 offers a unique opportunity for reflections. Explicitly this review is “without taboos” so that also substantive changes can and should be debated. Without doubt much better budgetary systems can be imagined compared to the status quo of the EU budget which is the outcome of a path-dependent process and where many details are only understandable by taking account of the historical context of past decisions. However, even if much better systems could be designed in theory, each reform suggestion, in the end, must pass the reality check of fi- ing unanimous support from all 27 member countries. This restriction heavily l- its the universe of available reform options. Faced with that difficulty the ZEW project team embarked on the adventure to think about possible reform options for the future EU own resource system. This volume documents the conclusions. At first sight our reform suggestion may - pear to be of a rather piecemeal nature since we recommend a reform model with strong ties to the status quo. Nevertheless, we are convinced that our seemingly minor changes will set the budget on a path towards a more rational European budget which, in the end, will create leeway for financing European policies with a true European value added. We gratefully acknowledge financial support from the German Federal Min- try of Finance in conducting this study.

Available in PDF, EPUB and Kindle. Book excerpt: `This is a most welcome contribution to current discourses on democratising the European polity. Warleigh's thought-provoking analysis, by drawing from a rich spectrum of normative theorizing and empirical sources, produces sharp insights and a valuable reference tool for anyone interested in the governance and polity of Europe' - Dimitris N Chryssochoou, University of Exeter `Warleigh's theoretically sophisticated and empirically rich inquisition of the nature and evolution of democratic reform in the European Union will be an important addition to the literature. This book is neither euro-sceptic nor EU-friendly. It is a challenging call to all interested parties - citizens and scholars - to take seriously the question of investing EU institutions and procedures with more than just a surface veneer of democracy' - Jo Shaw, Professor of European Law, University of Manchester This book comprehensively reviews one of the most salient, ongoing debates at the heart of the European Union (EU) today: democratic reform. It provides a thorough evaluation of how democracy might best be defined in the transnational context of the EU and explores the key strategies that have been deployed to enhance the Union's democracy from the Single European Act to the present day. In considering why the strategies have been unsuccessful, Alex Warleigh contends that the EU can only democratize itself by abandoning federalism, and working towards a more participatory democracy based on flexibility and active European citizenship. The book therefore advances important new ways in which the EU's `democratic deficit' problems might be addressed more effectively than in the past. Marking a significant contribution to this key on-going debate, Democracy in the European Union: Theory, Practice and Reform will be essential reading for all students, scholars and professionals seeking a deeper understanding of the nature of the EU and the reform challenges it faces into the twenty-first century.

Book excerpt: A powerful and progressive programme for the Eurozone Since 2010, the eurozone crisis has roiled the continent, creating political discord and generating a long period of economic stagnation. The cyclical recovery enjoyed in 2017 is no cause for complacency. It should act as an impetus to undertake long-overdue reforms. At present, there is no future for those incapable of investing. There is no stimulus for innovation in countries that have been converted to the hegemony of finance at the expense of productive investment. Europe must confront the challenges of the twenty-first century by recovering the community spirit behind the Union’s origins. The Reform of Europe demonstrates the need for a long-term vision with two goals: the reconstruction of a social contract based on entrepreneurial partnership and investment in the transition to ecological sustainability. This political vision will restore to citizens of the member states a sense of belonging to a wider community. To this end, argues Michel Aglietta, one of today’s most important heterodox economists, we must strengthen European institutions at the financial and fiscal levels. This means making the euro a full currency, endowed with democratic legitimacy.

Book excerpt: Subsidiarity in the European Union, as the guiding principle of decision-making "close to the people", is often motivated and discussed from a predominantly political perspective. In this book, experts draw the demarcation between national and European policies from an economic viewpoint. Insights from economic theory and empirical research are used both to analyse the assignment of policies between the EU and its member states and to identify appropriate levels of decision-making.

Book excerpt: The study of European integration produced much scholarly debate in the 1950s and '60s. The following two decades saw few works on European integration that included more elaborate discussions of theory and methodology; most studies in that period were fairly descriptive. In recent years there has been renewed theoretical interest in European integration. This book, however, is one of the first to discuss and apply various political-economy approaches explicitly to integration, including classical integration theory and modern public choice theories. Areas covered include common policies and decision making, as well as the external relations of the EU. The influence of the European Parliament, the concept of subsidiarity, trade policy, Economic and Monetary Union, reform of the Common Agricultural Policy, relations with EFTA and Eastern European countries, as well as enlargement, are all discussed. "Audience: " Of interest to both scholars and policy makers concerned with these issues.
