Book excerpt: The European Union, similar to other international actors engaged in peacebuilding efforts, has incorporated programmes on police restructuring and the deployment of police missions within its common foreign and security policy. These developments largely resulted from the EU's experience in the Yugoslav crises. It is in this region that the Union first tested its civilian crisis management capabilities and launched its first police operations. Is there a European way of doing policing? This paper examines the concept of 'European policing' theoretically from a critical theory perspective and empirically through the case of Macedonia. In doing so, it examines what and whose security is tackled in EU police programmes and operations and how this is done in practice. The paper draws examples from EU efforts in police reform in Macedonia. It argues that the EU lacks a global vision on crisis management and therefore on police reform. This absence of overall direction at a strategic level obstructs EU coherence and effectiveness at an operational level when implementing police reform in post-conflict societies.

EU interventions or missions in non-member countries are a relatively recent development, and have largely been undertaken to ensure more effective co-ordination of humanitarian, peace-keeping, and peace-building efforts by Member States in response to international conflicts and crises - and perhaps also to project the role of the EU as a major actor on the global stage. EU missions may involve the deployment of military forces in peace-keeping or peace-enforcement operations, or they may involve the deployment of military and police personnel in a preventive role, including maintaining public order or controlling criminal activity. They may also involve the provision of civilian support for the rebuilding or redevelopment of the rule of law in countries where governmental structures have broken down. The Responsibility to Assist examines the incidence of these interventions, as well as their interaction with other bodies, such as the UN, NATO, the African Union, and voluntary coalitions, as well as the complex diplomatic and military negotiations leading to particular operations. The focus on assistance reflects the primary responsibility of the EU not to act independently of the UN and other international bodies, but to provide support and assistance to the wider international community. The main aim of the report is not to provide a detailed analysis of the success or failure of particular missions, but is to describe the often complex and confusing structures developed over the past decade and to assess the past, present, and future of the EU's responsibility to intervene in international crises.

Book excerpt: With the Lisbon Treaty in place and the European Union increasingly involved in international crisis management and stabilization operations in places near and far, this volume revisits the trajectory of a European strategic culture. Specifically, it studies the usefulness of its application in a variety of circumstances, including the EU’s operations in Africa and the Balkans as well as joint operations with NATO and the United Nations. The contributors find that strategic culture is a useful tool to explain and understand the EU's civilian and military operations, not in the sense of a ‘cause’, but as a European normative framework of preferences and constraints. Accordingly, classical notions of strategic culture in the field of international security must be adapted to highlight the specific character of Europe's strategic culture, especially by taking the interaction with the United Nations and NATO into account. Though at variance over the extent to which security and defence missions have demonstrated or promoted a shared strategic culture in Europe, the authors reveal a growing sense that a cohesive strategic culture is critical in the EU’s ambition of being a global actor. Should Europe fail to nurture a shared strategic culture, its actions will be based much more on flexibility than on cohesion. This book was published as a special issue of Contemporary Security Policy.

Book excerpt: After its failure to bring an end to the Balkan wars of the 1990s, the European Union has worked hard to close the infamous ‘capabilities-expectations gap’ in the field of the European Security and Defence Policy (ESDP). In a very short timeframe, the EU agreed to the following: the institution of new political and military bodies; peculiar structures and procedures to ensure political guidance and strategic direction; principles for consultation and cooperation with non-European allies and other international organisations such as the UN and NATO; measures to enhance the Union’s military and civilian capabilities; and the adoption of an acquis sécuritaire, including a European Security Strategy. The most striking manifestation and raison d’être of the ESDP is the European Union’s capacity to move beyond the paper security structures and back its diplomatic efforts by action on the ground. With the launching of more than twenty ESDP operations in barely five years' time, the EU has affirmed its operational capacity in ESDP. While most of the early ESDP missions were fairly successful, they have also revealed shortfalls, bottlenecks as well as broader issues in crisis management. In this book, prominent academics and leading practitioners explore this wide variety of policy and legal aspects of ESDP and present the lessons which should be taken to heart now that the EU is facing its ‘maturity test’ as an international crisis manager in high-risk theatres around the world. The book will be an important tool for decision-makers, officials and academics involved in the further development of ESDP. Its contents incorporate the text and potential effects of the Lisbon Treaty and the ECJ’s judgment in the Small and Light Weapons/ECOWAS case. Book excerpt: As a series of crises break out across North Africa and the Middle East and the financial crisis puts Western defence budgets under strain, it is becoming increasingly important for the European Union (EU) to pursue a joined-up approach to crisis management operations and in particular to work with other organisations. The EU already relies on the United Nations and the African Union to manage civil wars in cases such as Somalia and there are also new potential partners such as the Arab League and ASEAN. Although the EU has devoted time and effort to building up its own security structures over the last decade, it may now find it more cost-effective and politically expedient to prioritise helping others manage looming threats. However, this does not mean that Europe's Common Security and Defence Policy (CSDP) is now irrelevant. Instead, the EU should make CSDP missions more flexible and integrate them into the efforts of other organisations. The new European External Action Service (EEAS) should think about how to utilise the network of EU delegations to get help to the UN and other partners more effectively. Finally, European officials should consider making strategic investments in sharing ideas and lessons from the EU's past experience in crisis management with with organizations like the Arab League that have begun to experiment with crisis management but still struggle to mount effective interventions.
