Book excerpt: Excerpt from The Grain Price System of the European Community The Treaty of Rome in 1957 established the basis for the European Community's common agricultural policy (cap) for grain. Beginning on July 1, 1962, the six member states brought their individual grain policies through a transition period which was completed in most respects on July 1, 1967. Prior to establishment of the cap, levels of support prices for grains in France were partly dependent upon changes in world market conditions. In addition, large French producers of wheat were under a quantum system, which reduced the final level of returns as the amount of wheat delivered increased; in some years this feature meant that marginal returns were no higher than the world price. The feedgrain prices in other member countries were based generally upon world market levels. Only in West Germany were all grain prices guaranteed at a level well above the world price level. The Community since July 1, 1967, has guaranteed the price of ec-produced grain at a relatively high level through a system of intervention or support prices. Since EC intervention prices are above the levels of external or world prices. The intervention system must be protected from these external influences if it is to function. All grains imported enter the Community at price levels above the highest intervention price. The mechanism for raising the prices of imported grains to these levels is the variable import levy. Threshold prices (which are further explained in the section describing the EC import system) are set for each grain to serve as a basis for the levies assessed against grain entering from third countries. These threshold prices, though applied at a different location, generally parallel the internal-market intervention prices which they are designed to protect. Most of the people interviewed during the course of this study stressed the strong competition in the grain business and asserted that all transactions hinge on price, except for certain minimum requirements of hard wheat. Then, quality is the main consideration. In their discussions, traders talked of the different elements that make up the landed price: The cost of the grain at points of export and import, insurance, shipping charges, delivery points, import duties and taxes, exchange rates. Thus it was clear that traders' preoccupation is with the margin of profit, not with the cost of grain alone. And, since they are in position to handle grain from any exporting country, their concern is not with source but with the elements that make up the landed price and the Operating margins. For example, at the time of this study, U. S. No. 2 Yellow and Eastern European corn were priced for export at the same level, and most of the traders interviewed considered these corns interchangeable. However, since East European corn can be moved cheaply along the Danube and other waterways into southern Germany, Austria, and Italy, u.s. Corn is not fully competitive in these markets. The production of grain, whether considered in relation to its paramount importance in connection with the maintenance of the people, or in connection with the extent of the employment which it affords, is unquestionably the most essential industry of this or any other country. The trade in grain, domestic and foreign, is by far the most extensive branch of our commerce. Of foreign grain alone, the value of that imported in some recent sin ls years has exceeded the value of any other single article 0 importation whatever. As a means for the employment of the capital and labour of the country, there is no other article which bears any comparison in extent with grain. It cannot therefore be a matter of surprise that the greatest anxiety should be manifested for such accurate information as can be fairly relied upon, which may tend to ex plain the present depressed condition of that trade, or which may throw light upon its future course. There is no doubt a large and influential party in this country who have a short and single answer to the whole difficulty. With them it is resolved into a simple reference to the Corn Bill of 1846 and the policy of free trade. Now, if the distress complained of were confined to this country, and if neighbouring countries whose produce has been so largely thrown into our home markets during the past year were not only free from similar complaints, but were enjoying an unusual degree of agricultural 1prosperity in consequence of the large new market to which they ad obtained access, then there would be more reason for the conclusion at which that party have arrived as to the true cause of the depression of our com markets. But when it is borne in mind that so far from such being the case, the agricultural condition of France, Belgium, Ger many, Mecklenburg, and other neighbouring countries, is to the full as much depressed as it is in this country, and in some, espe ciall in France, even more, so, it becomes clear to every candid mini that there are other and more general causes in operation than merelarthhe change which has taken place in the laws of this country: at those more general, and as we shall show, more important, causes are, and 'whether they are likely to be perma nent or not, are questions of the highest importance, and as much so in a commercial as in an agricultural view. Farmer cooperatives improve and strengthen their capabilities in international trade. The objective is to identify and analyze potential markets and marketing strategies cooperatives might pursue to penetrate selected Eastern European markets for grains, oilseeds, and products. These commodities represent more than 80 percent of the value of us. Agricultural exports to Eastern Europe and often are marketed through similar facilities and by the same firms. Much of the information generated for grains and oilseeds applies to other commodities. Countries of primary interest in this study are Poland, German Democratic Republic Hungary, and Czechoslovakia. Neighboring countries will be discussed to the extent they influence trade and economic relations of these countries. All four countries are major importers of oilseeds and oilseed meals and, except for Hungary, are significant net importers of grains. They have the highest living standards in the region, with g.d.r. On top, followed by Czechoslovakia, Hungary, and Poland. The study proceeded in three phases, beginning with assembling background material on production, consumption, trade, and trade policies from secondary sources. Phase two involved interviews in Washington with appropriate embassy officials, followed by extensive overseas interviews with key agencies involved in foreign trade and domestic marketing. Overseas fieldwork took place in September 1979. Phase three involved projecting import needs for grains and oilseed meals to 1985 and 1990 and developing marketing strategies u.s. Cooperatives may use to take advantage of trade opportunities. Many people contributed data and made suggestions to improve this study. The authors sincerely appreciate their assistance.
