Book excerpt: Many countries in Western Europe have a long tradition of applying land banking as part of the integrated toolbox of land management instruments. As with land consolidation, the traditional purpose of land banking has been to support agriculture and rural development by reducing land fragmentation and facilitating the enlargement of farms. In Western Europe, the objectives of land banking have developed over the last decades, and today, in several countries, the instrument is applied in a multi-purpose approach together with land consolidation. In most countries, land banking shares the objectives of land consolidation, which in addition to continued agricultural development, supports the implementation of public projects in rural areas where private landowners and farmers are requested to give up agricultural land, for example, in connection with the construction of infrastructure projects such as highways and railways or for the implementation of public projects related to nature restoration, afforestation or climate change adaptation and mitigation. In a few Western European countries, land banking is also applied on use rights, where a lease facilitation approach connects owners of agricultural land not using their land and often leaving it abandoned, with local farmers interested in farming more land. This study first analyses and identifies good European practices on land banking, discusses experiences from the introduction of land banking instruments in countries in Central Europe. Finally, it provides policy recommendations for the introduction of land banking, with a focus on countries in Eastern Europe and Central Asia.

Book excerpt: Since 2014, North Macedonia has developed into the flagship country for FAO support to land consolidation in Europe and Central Asia. The first small technical assistance project began in 2014. During 2017–2022, support to the national land consolidation programme was scaled up with European Union IPA funding through the FAO-implemented MAINLAND project. In August 2022, a second EU IPA-funded and FAO-implemented project “Enhancing land consolidation in North Macedonia” was launched and will continue until 2026 in close collaboration with the Ministry of Agriculture, Forestry and Water Economy. From the beginning, the Government of North Macedonia’s vision has been to build up and implement a fully operational national land consolidation programme. In addition to the mentioned core land consolidation activities and projects, FAO has in North Macedonia in the same period provided technical assistance to a number of land policy-related activities, including to the privatization of state-owned agricultural land, addressing land abandonment and supporting the development of agricultural land markets. This publication aims to document the lessons learned from the introduction of a land consolidation instrument in North Macedonia during the period 2014–2023. The purpose is to share the experiences with land consolidation, which will also be of great relevance for other countries in Europe and Central Asia and beyond that are in the process of introducing land management instruments such as land consolidation and land banking. The structural problems in agriculture with small average farm sizes, excessive land fragmentation, water scarcity, need for modern irrigation systems and weak agricultural land markets are also present in several countries in North Africa, the Near East and South East Asia. In some of these countries, there is also an increased interest in the introduction of land consolidation instruments.

Due to restitution processes and socially engaged policies of privatization, wide spread land fragmentation is present. The situation in Armenia is comparable with many other countries in the region. Privatization was mainly done in the 1990s but continues until now as state and public land still represent a relatively large share of agricultural land. Figures of Armenia over the last 20 years illustrate minimal change in average farm and plot size. This outline is based on review and analysis of available data and a visit to Armenia in June 2017. It aims to contribute to selecting the policy options and setting the preconditions in Armenia needed to get a well-functioning rural land market to enlarge farms and to reduce fragmentation. As shown in this report, experience in the region is still limited which made it necessary and relevant to refer to experience in Western European countries. Options are not limited to land consolidation but include improved management of state land, land banking, agricultural lease regulation and some other supporting measures. The analysis conducted for this report draws on data collected from the Agricultural Census data of 2014 and data from the Real property cadastre. Qualitative data are based on several reports, presentations and interviews with experts and policy makers listed in the annex. Although further analysis is needed, it is clear that the current situation provides a serious risk for the agricultural sector which jeopardises the impact of any support to the sector. While Western European countries could organically adapt and support the sector to changing market conditions since the 1950s, the situation in Armenia (and other countries in the region) requires a set of measures which is unprecedented in its scale and intensity to speed up this process.

All rights not granted by the above license are retained by the author. Abstract: Chinese cities have been experiencing significant growth and profound socioeconomic transition since late 1970's. Reform and development on institution arrangement for land, which is one of the basic production elements, have been the core issue for the strategies of establishing market economy and urbanization. Land banking was a mechanism initiated in western European cities for directing urban development in early 1900's. Under this mechanism land is resumed by public authorized organizations and will be held for future use to implement public land use policies. Some Chinese cities began their own land banking operation in the 1990's. After nearly 20 years of introduction of land banking mechanism to China most of the cities and counties are now practicing this mechanism in their land management and supply framework. This study attempts to explore land banking mechanism and its effects on urban development comprehensively in lights of theories of new institutional economics and urban spatial structure applying the diachronic public policy analytical framework. Guangzhou, the third largest city and the first city to practice land banking mechanism, is taken as the study area. Spatial data for land supply records since introduction of land banking mechanism are collected and processed with GIS software. Archives in Guangzhou Construction Archive covering the land development and planning administration in Guangzhou were studied to facilitate in-depth understanding of the mechanism. Related statistics data, regulations, planning proposals, internal reports and were obtained to facilitate this study. Review on evolution of land banking mechanism in China and comparison of related regulations at state and local levels argue that the introduction of land banking mechanism into China has lead to institutional changes in the land development process by integrating western experience and local characteristics. Applying empirical transaction costs analysis on institutional models of major land supply mechanisms in China, this research illustrated that land banking mechanism has resulted in re-distribution of transaction costs of the land supply process, which reduces the transaction costs from the perspective land use right (LUR) users. However, for a specific case of land supply, overall transaction costs would increase under land banking mechanism compared to other land supply mechanisms. Exploration on data collected through GIS analysis illustrated that land banking mechanism strengthens city government's capacity to instruct changes in both macro level urban form and micro level built environment. Analysis on statistics data and budgetary reports of Guangzhou Municipal Government demonstrates that with land banking mechanism gains of LUR conveyance are providing supplement income for the city government, which is approximately 30% of the traditional tax-based fiscal income. Financing values of Guangzhou city's land bank are developed by land banking loans and establishment of the urban development financing platform. Supplement fiscal income and financing values of land banking greatly improve local governments' leading role in urbanization process mainly through investment on urban infrastructures. Book excerpt: Land banks are quasi-governmental not-for-profit organizations that acquire, manage, and dispose of abandoned, vacant, foreclosed, and tax-delinquent properties. Local governments view land banks as an improvement to the municipal management of foreclosed property in declining cities and a tool to provide community programs that support social equity. However, land banks have been criticized for wielding too much power, concentrating demolitions in poor and minority neighborhoods, and having unfortunate parallels to the flawed, top-down policies of mid-century urban renewal. Examining land banks through a lens of social equity, this research explores the question, 'To what extent do land banks promote the well-being of those with the least.' Interviews with land-bank leaders, property acquisition and disposition data and spatial analyses are used to create comparative case study of four land banks in New York state communities. While land-bank leaders show an awareness and desire to address historic inequities in marginalized communities, social equity is generally viewed as a secondary goal to their tax-base generation and "blight" removal missions. Stable funding sources to ensure more staff resources, greater community engagement efforts, more partnerships with community-based non-profits, and alternative approaches to demolition would ensure a more socially just land-banking policy.

The agricultural sector in CEE definitely has not embraced the family farm as the dominant farming structure, thus confounding the original expectations of Western experts. On the other hand, agriculture did not collapse because of fragmentation and privatization, as predicted by conservative doomsayers. To address the concerns of the farming sector in CEE with relation to EU accession, a workshop was held in Warsaw, Poland in June 1999. This volume represents a selection of papers presented at this workshop. It examines the reforms and policy changes necessary in the food and agriculture sectors of the ten countries that have started the accession process for eventual membership in the European Union (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia). The papers are organized around the following three topics: Evolving farm structures and competitiveness in agriculture; Land laws and legal institutions for development of land markets and farm restructuring; and Development of farm services for improved competitiveness.
