Book excerpt: Excerpt from A League of Nations The war has called forth some good books on the future international organization Of the world, and others on the settlement Of the war itself TO my thinking, these two questions are a single problem which must be solved as a whole. The task which for us exceeds all others in importance, and must be made to include all others, is the making of conditions which promise security from further wars. The settlement of the national, colonial, and economic questions involved in this war, must be a settlement which will help the creation, and ensure the harmonious working Of a League of Nations founded to maintain peace. In this book I have tried to consider how far such a League Of Nations as President Wilson has proposed, can guarantee the security of Europe. Its success will depend, not merely on the wise drafting Of its constitution, but upon the solution reached in the war-settlement of our problem's of nationality, colonial expansion, international trade, sea-power, and alliances, I have groped in the following chapters for an answer to this question: Under what political and economic conditions would the creation of a League of Nations be a hopeful adventure? Book excerpt: Excerpt from The League of Nations This, or something like this, has hitherto been the history of the ideal that has now become associated with the phrase A League of Nations; but it does not follow that the history of this'or of other ideals will be the same after the war as before it. There is more at stake in this war than the existence of individual States or Empires, or the fate of a Continent; the whole of modern civilization is at stake, and whether it will perish and be submerged, as has happened to previous civilizations of older types, or whether it will live and progress, depends upon whether the nations engaged in this war, and even those that are onlookers, learn the lessons that the experience of the war may teach them. It must be with nations as with individuals; in the great trials of life they must become better or worse - they cannot stand still. They must learn and profit by experience and rise to greater heights, or else sink lower and drop eventually into the abyss. And this war is the greatest trial of which there is any record in history. If the war does not teach mankind new lessons that will so dominate the thought and feeling of those who survive it, and those who succeed the survivors, as to make new things possible, then the war will be the greatest catastrophe as well as the most grievous trial and suffering of which mankind has any record. Book excerpt: Excerpt from Oppressed Peoples and the League of Nations There is, notwithstanding, a less dismal side to the picture. It is true that during the years following the Armistice the industrial prosperity of Europe was destroyed by the deliberate ruination of Germany; that the Austrians subsisted on loans; and that Russia struggled to free herself from the effects of the series of disasters - invasion, blockade, famine - Which constituted her lot since the Revolution. But observers who were capable of looking beyond these dark conditions were conscious of one great accomplishment, namely that after 1918 no single nation in except Ireland, remained under the yoke of an alien domination. Book excerpt: Excerpt from The European War, Vol. 20 France and Great Britain, by the terms of which the two powers agreed to come to the aid of France if any unprovoked act of aggression were committed against her by Germany. It was provided that the treaties should be submitted to the council of the League of Nations, which would decide whether to recognize them as engagements in conformity with the League covenant; it was also agreed that the franco-american Treaty should be submitted to the United States Senate and the French Parliament for approval. The alliance had been suggested by France, who felt that adequate protec tion against a revived and revengeful Germany had not been accorded her by the main treaty. The supplementary pact referred to Articles 42 and 43 of the Versailles Treaty, which forbade Ger many to establish any fortification or maintain any military forces on the left bank of the Rhine or on the right bank to the west of a line drawn fifty kilo metres to the east of the same river; and the binding clause was as follows: In case these stipulations should not assure immediately to France appropri ate security and protection, the United States of America shall be bound to come immediately to her aid in case of any unprovoked act of aggression directed against her by Germany. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from League of Nations: An Alliance? Or a Nation of Nations? The Pioneer plan for a league of nations to be organized at the end of the world war, so as to make another such war impossible or improbable, was fully prepared on August 10, 1914, ten days after the great world war began. That plan is described herein in detail and contrasted with other plans. It was mailed to President Wilson August 18, 1914. It was referred by the White House to the Department of State, according to the letter of the Secretary of State to the author, dated September 17, 1914. In October, 1914, it was made public. The volume Nation of Nations, elaborating the plan with a tentative draft of a Supreme Constitution for the suggested international government and police power, was published just after June 17, 1915, when the League to Enforce Peace was organized at Philadelphia to promote a league of nations of an entirely different character, a world treaty alliance, as herein shown. Both plans are described and contrasted in that book, and in this volume. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from A Permanent League of Nations With all the hard-bought experience to which they have subjected the German and Austrian peoples, it is evident that the war lords of the Central Powers are still living in a fool's paradise and will never learn the meaning of the Object lessons which the war and its sufferings ought to have taught them long ago. That they do not seem now to realize the peril in which they have placed the German and Austrian peoples by their refusal to recognize existing world con ditions is shown by their dismissal of one of their own statesmen who told the German people they could not hope to end the war by a military decision alone.
