If current trends continue, the Asian civilian space competition could become a military race. To better understand these emerging dynamics, James Clay Moltz conducts the first in-depth policy analysis of Asia's fourteen leading space programs, concentrating especially on developments in China, Japan, India, and South Korea. Moltz isolates the domestic motivations driving Asia's space actors, revisiting critical events such as China's 2007 antisatellite weapons test and manned flights, Japan's successful Kaguya lunar mission and Kibo module for the International Space Station (ISS), India's Chandrayaan lunar mission, and South Korea's astronaut visit to the ISS, along with plans to establish independent space-launch capability. Book excerpt: Between Europe and Asia analyzes the origins and development of Eurasianism, an intellectual movement that proclaimed the existence of Eurasia, a separate civilization coinciding with the former Russian Empire. The essays in the volume explore the historical roots, the heyday of the movement in the 1920s, and the afterlife of the movement in the Soviet and post-Soviet periods. The first study to offer a multifaceted account of Eurasianism in the twentieth century and to touch on the movement's intellectual entanglements with history, politics, literature, or geography, this book also explores Eurasianism's influences beyond Russia. The Eurasianists blended their search for a primordial essence of Russian culture with radicalism of Europe's interwar period. In reaction to the devastation and dislocation of the wars and revolutions, they celebrated the Orthodox Church and the Asian connections of Russian culture, while rejecting Western individualism and democracy. The movement sought to articulate a non-European, non-Western modernity, and to underscore Russia's role in the colonial world. As the authors demonstrate, Eurasianism was akin to many fascist movements in interwar Europe, and became one of the sources of the rhetoric of nationalist mobilization in Vladimir Putin's Russia. This book presents the rich history of the concept of Eurasianism, and how it developed over time to achieve its present form.

It traces the framework of Western policies to the 1975 Helsinki Final Act, which resulted in the stovepiping of relations into political, economic, and democracy categories – and in often uncoordinated or contradictory policies. While the authors embrace the goal of promoting human rights and democracy, they argue that the antagonistic methods adopted to advance this goal have proven counter-productive. They propose that Western governments work with the regional states rather than on or against them; and that instead of focusing directly on political systems, policies should focus on developing the quality of governance and help build institutions that will be building blocks of rule of law and democracy in the long term. The authors also argue that Western leaders have largely failed to grasp the significance of this region, relegated it to a subordinate status and thus damaging western interests. The development of sovereign, economically strong, and effectively self-governing states in the Caucasus and Central Asia is an important goal in its own right; the book stresses the importance of a region where the development and preservation of secular statehood could become a model for the entire Muslim world.
