In this report the European Court of Auditors examines whether the EU support for rehabilitation of the country was well designed and implemented and whether the Commission properly linked the provision of relief with rehabilitation efforts and development aid. The Court concludes that the support for rehabilitation was overall well designed, addressing the major needs of the country. However, the programmes were not implemented sufficiently effectively and relief, rehabilitation and development were not sufficiently linked. This was partly due to the difficult context and the weaknesses of national authorities, but also due to shortcomings in the management of some factors under the Commission's control."-- Page [4] of cover.

Book excerpt: Natural disasters have long been seen as naturally generated events, but as scientific, technological, and social knowledge of disasters has become more sophisticated, the part that people and systems play in disaster events has become more apparent. Production of Disaster and Recovery in Post-Earthquake Haiti demonstrates how social processes impact disasters as they unfold, through the distribution of power and resources, the use of discourses and images of disaster, and the economic and social systems and relations which underlie affected communities. The authors show how these processes played out in post-earthquake Haiti to set in motion the mechanics of the disaster industrial complex to (re)produce disasters and recovery rather than bring sustainable change. The book reveals that disaster and recovery rhetoric helped create fertile conditions for neoliberal disaster governance, militarized and digital humanitarianism, non-profiteering, and disaster opportunism to flourish while further disenfranchising marginalized populations. However, the Haiti earthquake, as is the case with all disaster sites, was ripe with mutual aid, community building, and collective action, all of which further local resilience. The authors seek to re-construct dominant discourses, policies, and practices to advance equitable, participatory partnerships with local community actors and propose a praxis for a people’s recovery as an action-oriented framework for resisting the transnational disaster industrial machinery. The authors argue for new synergies in policymaking and program development that can respond to emergencies and plan for true long-term, sustainable development after disasters that focuses as much on humans and the natural world as it does on economic progress. Production of Disaster and Recovery in Post-Earthquake Haiti will be of great interest to students and scholars of disaster studies, humanitarian studies, development studies, Haitian studies, geography and environmental studies, as well as to non-governmental organizations, humanitarians, and policymakers.

Book excerpt: The humanitarian response undertaken in Haiti after the earthquake that struck on 12 January 2010 has been one of the most complex ever. However, as the first anniversary of the quake approaches, the Haitian state, together with the international community, is making little progress in reconstruction. The Haitian authorities need to show greater strategic leadership and take decisions that reflect the priority needs of the Haitian population. They need to initiate public infrastructure projects that put people to work and build skills; support people to return home or allocate land for new houses; and invest in agriculture. The international community should do much more to support these efforts by increasing the capacity and accountability of Haitian institutions.

Available in PDF, EPUB and Kindle. Book excerpt: EU Management of Global Emergencies: Legal Framework for Combating Threats and Crises provides a thorough analysis of the role played by the European Union (EU) in combating some of the global emergencies that currently affect, or are likely to affect, our planet. In particular, the potential of a “regional” model for coping with such emergencies is examined, taking into account the perceived inefficacy of traditional prevention and reaction mechanisms provided both by individual States and international organisations. The expression “global emergencies” refers to all situations, irrespective of the subject matter involved, which are characterised by an unexpected state of crisis which affects one or more regions of the world and call for an urgent and coordinated response from competent bodies and institutions. Furthermore, the book tests the role of the EU in managing global emergencies with respect to four broad areas: the economic and financial crises, the protection of the environment, terrorism and humanitarian aid, while maintaining focus on the legal framework within which the EU deals with such global emergencies in the light of the innovations brought about by the Lisbon Treaty. With contributions by leading experts in each of the identified set of challenges, EU Management of Global Emergencies: Legal Framework for Combating Threats and Crises aims at increasing the understanding of : (a) the contribution of regional organizations such as the EU to the management of global emergencies; (b) the effectiveness of the EU external action and the actual involvement of the EU in global cooperation processes against global emergencies; (c) global standards of human rights protection in relation to measures adopted in crises; and (d) the coordination mechanisms between the EU and other international organisations with a global or regional membership, in the management of global emergencies.

Book excerpt: "This carefully researched book offers fascinating insights into three puzzles: why Japanese governments expanded their contributions to UN peacekeeping since the early 1990s; why Tokyo withdrew its military engineers from South Sudan in 2017; and what this means for future (limited) Japanese engagement in UN and other peace operations." - Stephen Baranyi, University of Ottawa, Canada "This book is the most comprehensive review to date of Japan's post-Cold War peacekeeping history. It should be essential reading for everyone who wants to understand Japan's contribution to UN peacekeeping." - Cedric de Coning, Norwegian Institute of International Affairs, Norway "This book is a timely examination of the trajectory of Japanese contributions in this area of global security. The volume analyses Japan's changing international strategic and domestic motivations to engage in peacekeeping. It takes a fresh and critical approach and fills an important gap in the extant literature." - Christopher W. Hughes, University of Warwick, UK This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992-2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan's peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing "robustness" of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support. Yuji Uesugi is Professor of Conflict Resolution and Peacebuilding in the School of International Liberal Studies and the Graduate School of International Culture and Communication Studies, Waseda University, Tokyo, Japan. Available in PDF, EPUB and Kindle. Book excerpt: Democratic Insecurities focuses on the ethics of military and humanitarian intervention in Haiti during and after Haiti's 1991 coup. In this remarkable ethnography of violence, Erica Caple James explores the traumas of Haitian victims whose experiences were denied by U.S. officials and recognized only selectively by other humanitarian providers. Using vivid first-person accounts from women survivors, James raises important new questions about humanitarian aid, structural violence, and political insecurity. She discusses the politics of postconflict assistance to Haiti and the challenges of promoting democracy, human rights, and justice in societies that experience chronic insecurity. Similarly, she finds that efforts to promote political development and psychosocial rehabilitation may fail because of competition, strife, and corruption among the individuals and institutions that implement such initiatives.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last few decades international organisations, national governments, and governmental and private actors have all multiplied their efforts to limit the extent to which natural catastrophes, man-made atrocities and political and economic breakdowns affect civil populations. The European Union and Humanitarian Crises: Patterns of Intervention addresses the allocation of foreign aid within the framework of the European Union’s Humanitarian Aid policy and analyses different Member States’ intervention strategies designed to cope with these emergencies. Joining the debate about bilateral and multilateral allocation of foreign aid in crisis situations and exploring the cooperative actions undertaken by the European Union and its Member States to cope with them the book questions how the context of the crises themselves impacts on strategies of intervention and investigates how strategies change depending on the characteristics of the crisis.

Available in PDF, EPUB and Kindle. Book excerpt: An insider's account of Romania's emergence from communism control In the 1970s American attorney Alfred H. Moses was approached on the streets of Bucharest by young Jews seeking help to emigrate to Israel. This became the author's mission until the communist regime fell in 1989. Before that Moses had met periodically with Romania's communist dictator, Nicolae Ceausescu, to persuade him to allow increased Jewish emigration. This experience deepened Moses's interest in Romania—an interest that culminated in his serving as U.S. ambassador to the country from 1994 to 1997 during the Clinton administration. The ambassador's time of service in Romania came just a few years after the fall of the Berlin Wall and the subsequent collapse of communism in Eastern Europe. During this period Romania faced economic paralysis and was still buried in the rubble of communism. Over the next three years Moses helped nurture Romania's nascent democratic institutions, promoted privatization of Romania's economy, and shepherded Romania on the path toward full integration with Western institutions. Through frequent press conferences, speeches, and writings in the Romanian and Western press and in his meetings with Romanian officials at the highest level, he stated in plain language the steps Romania needed to take before it could be accepted in the West as a free and democratic country. Bucharest Diary: An American Ambassador's Journey is filled with firsthand stories, including colorful anecdotes, of the diplomacy, both public and private, that helped Romania recover from four decades of communist rule and, eventually, become a member of both NATO and the European Union. Romania still struggles today with the consequences of its history, but it has reached many of its post-communist goals, which Ambassador Moses championed at a crucial time. This book will be of special interest to readers of history and public affairs—in particular those interested in Jewish life under communist rule in Eastern Europe and how the United States and its Western partners helped rebuild an important country devastated by communism.

Book excerpt: "In our review, we identified nine key risk areas related to a results-oriented approach for EU development and cooperation action. Our review showed that these risk areas had been correctly identified by the Commission. It also showed the interest in the Commission's initiatives to improve EU development and cooperation results. Nevertheless, further actions remain to be taken in order to make these initiatives fully effective. We formulate a number of recommendations in this regard."--Publisher's description.
