Book excerpt: The Common Agricultural Policy of the EU, established for self-sufficiency after Second World War in Europe turned out to become the "naughty children" of the EU by the end of 1980s mainly due to its distortive effects on global trade. Internal and external pressures on EU for reforming the CAP in order to make it less trade-distortive and less costly for the EU taxpayers have led to series of CAP reforms in many products. Sugar, the "black sheep" of the CAP, has stayed out of this trend until 2005. When the long-awaited sugar reform was realized in 2005 however, it implied strong "side effects" on ACP Sugar Protocol countries and LDCs that have preferential access to the EU sugar markets. The aim of this book is thus to look at the other side of the coin, to analyze the adverse effects of reform from the perspective of preference- receiving countries and to question the adequacy of the EU Action Plan for Transitional Assistance. Therefore, the analysis is expected to be useful for anyone interested in the evolution of the CAP, the nature of EU sugar reform and external repercussions with international developmental focus.

Book excerpt: Developing countries can produce sugar at much lower cost than in the EU, yet reform of the EU sugar policy will result in both winners and losers among them. This is because the EU is both an exporter and importer of sugar. Sugar policy reform will mean a reduction in EU sugar production, benefiting competitive sugar exporters such as Brazil. But sugar policy reform will adversely affect those developing countries which currently benefit from preferential import access to the EU's high-priced sugar market, while diminishing the benefits of those least developed countries to which duty-free and quota-free access has been promised after July 2009. This paper concentrates on the latter group of preference-receiving countries. It identifies the countries concerned and the extent of their potential losses. It critiques alternative proposals which have been put forward to assist these countries to adjust to the adverse effects of EU sugar policy reform. The paper concludes by proposing a modified package of measures to offset the negative effects of EU sugar policy reform on preference-receiving countries.

Changes to the EU Sugar Regime', (HLP 80-I, 2005-06, ISBN 9780104007716) published when reform of the regime was imminent. The Committee wanted to examine the progress of reform and what measures will be necessary in future, prior to the EU finalising its position on this issue in the autumn. After the last set of reforms took place, the price of sugar in the EU decreased. However, this was just for the growers and the producers - the cost to the consumer actually increased, meaning they did not reap the benefits of the decrease in sugar prices. The sugar market has very few significant operators. For consumers primarily, but for the industry too, the pricing process needs clarity and transparency. The Committee believes that an investigation by the UK's Office of Fair Trading would be an excellent way of providing independent advice to the Commission on how the process impacts on UK consumers.Other recommendations include the abolition of production quotas in 2015, that import tariffs on raw and refined sugar are eased and that the European Commission carefully monitors the disbursement of funding set aside to help lessen the impact of the 2006 reforms on developing countries to combat the delays that have been experienced thus far.
