Available in PDF, EPUB and Kindle. Book excerpt: To understand fully the process of European integration, it is necessary to consider developments at the sub-national and local level. EU integration scholars have been examining the local level using the concept of multi-level governance (MLG) since the 1990s. While MLG was the first concept to scrutinize the position of local levels of public administration and other actors within the EU polity, it overestimates the degree of influence it ascribes to local levels, particularly as far as the rural is concerned. Focusing on Germany and Finland, with country specific information from all EU member states, this book combines MLG with the concept of structural constructivism, in order to reveal some of the hidden aspects of EU integration. Bringing together these concepts and methodologies and replacing mainstream theories of integration with this new approach, offers a more accurate picture of multi-level interaction in rural policy and of the impacts of European integration at the local level. By examining the Community Initiative LEADER+ and setting this within a discussion of the state and structure of rural development policy, this book looks at the challenges, opportunities and policy options which are available and have been implemented in rural development. It shows that these are often context dependent and that the future of rural development policies, their shape and institutional configuration depend on reforms put in place at all levels of governance. Finally, it argues that the MLG of rural development policy must be built with people who have the know-how and the (local) knowledge to implement development projects and who have made LEADER a success in the past.

Book excerpt: EU Member States have been using the European Agricultural Fund for Rural Development (EAFRD) since 2007 to support a vast variety of rural initiatives that are channeled through rural development programmes (RDPs). Many such projects focus on improving quality of life through the promotion of social inclusion. Social inclusion helps to ensure equal access for individuals and communities to opportunities, rights and resources (like employment, healthcare, housing, civic engagement, democratic participation, etc.) that are normally available to society and are key to social integration. -- EU Bookshop.

Available in PDF, EPUB and Kindle. Book excerpt: Despite an EU-wide commitment to rural development, research has rarely focused on the lives of young people in rural areas, their experiences in education and employment, their perceptions of policies relevant to them, and their possibilities of participation. Based on a two-year European research project on policies and young people in rural development, this edited volume examines these issues and considers young people's experiences of rural life in Austria, Finland, France, Germany, Ireland, Portugal and Scotland. The volume is organized thematically with each chapter addressing a specific topic in one or more countries. These topics comprise: the attractiveness of rural areas to young people; the impact of programmes under the European Employment Guidelines; rural youth in local community development and partnerships; rural development programmes and their impact on youth integration; the role of social networks; and the transition from education to employment. A number of implications for policy and practice are drawn out in conclusion. This book will be of interest to anyone concerned with the future of rural areas and with those who live in the European countryside.

Available in PDF, EPUB and Kindle. Book excerpt: This book is one of the main outcomes of the projects “Development Programmes and Rural Change in the European Union: governance, results and lessons to share”and “Successes and failures in the practice of neoendogenous rural development in the European Union (1991-2013)”, funded both of them by the Spanish Ministry of Economy and Competitiveness. This publication aims, on one side, to clarify and deepen the knowledge of the social, economic and territorial effects of the LEADER approach, and, on the other, to analyze the importante of the participation of several stakeholders (young people and women) as well as some traditional activities –agriculture- or modern ones (tourism) linked all of them to the rich cultural and natural heritage of these areas. It also provides an in-depth study of the causes that lead to the generation of successful projects in the practice of neoendogenous rural development and also explores the reasons that cause certain projects to fail in the path towards LEADER support so that they are finally not implemented. In addition, it is shown the problems, results and best practices that cause the neoendogenous rural development in different areas inside of the European Union: Austria, Finland, France, Germany, Italy, Spain and United Kingdom. Thereby it helps to improve the decision-making in rural development, both on a local and regional scale. The multidisciplinary and international character of the authors, as well as the specificity of the research trajectory of each of them, in the analysis of rural development, enriches the publication and facilitates the different and critical reflections on the contributions, errors and meaning of the neoendogenous local development. Researchers in this discipline and technicians working in the practice of rural development along the European Union are the main audience of the book.

The papers in this volume are selected from the presentations at the Third World Bank/FAO EU Accession Workshop held in Sofia, Bulgaria, on June 17-20, 2000, and are organized around four topics: (i) defining the concepts of rural development-options for EU accession candidate countries; (ii) rural development in the European Union; (iii) rural development in Central and Eastern Europe; and (iv) international experiences and the role of international organizations in supporting rural development in the EU accession candidate countries. This volume is intended for agricultural policy makers and government officials in the candidate countries, EU officials, World Bank and FAO staff, development scholars, and all others interested in the process of rural development in Central and Eastern Europe.

Available in PDF, EPUB and Kindle. Book excerpt: Leader is an approach for implementing the EU's rural development policy through local action groups (LAGs). This involves specific costs and risks but promises an added value from following a bottom-up and partnership approach. In this report the Court finds that lags implemented the Leader approach in ways that limited the potential for added value and gave grants to projects without due regard to efficiency. Procedures were not always transparent and did not sufficiently demonstrate that the lags took decisions on an objective basis, free from conflicts of interest. The Commission has not yet demonstrated the effectiveness or efficiency of the expenditure, the added value achieved through following the leader approach, the extent to which the known risks have materialised or the real costs of implementation.

Book excerpt: "Member States implement a large part of the EU's rural development policy by providing grants towards the costs of investments and other projects undertaken by farmers, rural businesses, associations and local authorities. The Court found that some Member States had poorly designed systems for checking that the costs of these grants were reasonable. Workable and cost-effective approaches existed but were not widely followed. The Court outlines good practices found in the course of its audit, and concludes that there is considerable scope for making real savings in rural development project grants in the 2014-20 period by applying these good practices."--Publisher's description.
