There are three main areas that the European Union Committee strongly urges the EU to consider in the current debate about the future of the Common Agricultural Policy (CAP) and innovation policy: the European Commission must significantly increase investment in scientific research in the agricultural sector by reducing the proportion of funding devoted to the CAP and diverting it to agricultural research by the EU's Research Programme; all countries must ensure that innovative knowledge is fully communicated to the agricultural sector via better farm advice systems; the innovation-hostile environment of Brussels must be overcome.

The development of ICTs is a major driver of economic growth. It is also an accelerator for innovation and change. FAO has been promoting the use of ICTs in agriculture and has focused on ICT innovation in improving agricultural production and value chains. However, innovation is an elusive combination of people, processes and technologies. Many projects put technology alone at the core of proposed solutions intended to address emerging and existing challenges, but this is not a sustainable solution in many cases. Recently, FAO and the International Telecommunication Union, have jointly prepared a National e-Agriculture Strategy Guide which aims to help countries mainstream ICTs into agriculture and develop or revitalize e-agriculture strategies in line with agricultural goals and priorities. This paper is intended to assist policy-makers and stakeholders of e-agriculture in transition economies to map the policy and technological environment in their countries, would show case e-agriculture initiatives in Central and Eastern Europe and Central Asia and provide with recommendations on formulation of e-agriculture strategies.

Book excerpt: Multi-actor agricultural innovation platforms (MAIPs), as models for inclusive and collaborative innovation, are increasingly deployed in farmer communities to solve the last-mile bottleneck, namely, the empowerment of smallholder farmers and value chain actors to access innovation and services to drive field-level change. Facilitators play a critical role in establishing and operating MAIPs, stimulating interactions among MAIP actors and thereby supporting co-innovation and co-learning processes. They are usually specialized MAIP actors (e.g. researchers, extension agents, agricultural educationists, brokers, NGO activists, traders and processors). Qualified MAIP facilitators, as value chain intermediaries and coordinators, are required to have strong facilitation skills and relevant technical background. They are normally trained through training of MAIP facilitator courses or through the implementation of a MAIP. This handbook aims to support MAIP facilitators to establish and operate MAIPs. It summarizes the experience of the MAIPs in persimmon, hazelnut and honey value chains that FAO implemented as part of the European Union-funded project “Development of sustainable and inclusive local food systems in north-west region of Azerbaijan (GCP/AZE/014/EC)”, the “Tropical Agricultural Platform Agricultural Innovation System (TAP-AIS)” project implemented in Malawi, and the Science and Technology Backyard (STB) initiative led by the China Agricultural University (CAU). It also draws on the experience of the training course “Training of master trainers for establishing and operating Multi-actors Agricultural Innovation Platforms” co-organized by FAO and CAU on 11–15 July 2023.
