Face à cette situation qui dure depuis très longtemps, les stratégies économquo-politiques mises en place ont échoué. Doit-on pour autant en conclure, comme le pensent certains, que le sous-développement est inéluctable ? La réponse de l'auteur est catégorique : non, le sous-développement n'est pas une fatalité. Dans cet ouvrage, Elie Sadigh démontre que la théorie économique fondée sur les vrais principes de l'économie peut résoudre les problèmes des pays sous-développés, à condition, toutefois, que les décisions politiques cessent d'entraver l'application de ces principes. L'auteur démontre en effet que, si le sous-développement perdure, la responsabilité principale en incombe aux dirigeants des pays en développement ainsi qu'aux dirigeants des organisations internationales (la Banque Mondiale et le FMI). Leur incompétence, aggravée par leur indifférence, les rend inaptes à résoudre les problèmes financiers rencontrés par ces pays, concernant notamment la sous-évaluation des taux de change et le bas prix des produits agricoles et des matières premières. Enfin, l'auteur dénonce la responsabilité des dirigeants des pays industrialisés dont l'analyse relève toujours d'une vision à court terme. Portant sur la question du développement un regard égoïste, et animés d'un souci purement mercantile, ils ignorent l'essentiel : le développement des pays sous-développés favoriserait l'enrichissement mutuel de l'ensemble des pays. Elie Sadigh démontre la nécessité et l'urgence d'une réforme du système monétaire et financier international qui, non seulement permettrait d'organiser la solidarité internationale en faveur des pays en développement, mais aussi contribuerait à rendre le monde plus harmonieux.

Book excerpt: After the final collapse of the Soviet Union, the so-called 'last empire', in 1991, the countries of Central Asia - Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan - and of the Caucasus - Armenia, Azerbaijan, Georgia - became independent nations. These countries, previously production centres under the socialist planning system of the Soviet Union, have made enormous economic adjustments in order to develop - or attempt to develop - along capitalist lines. As this study will show, however, inequality in Central Asia and the Caucasus is widening, as the Soviet systems of healthcare and state provisions disappear. Rejecting the Cold War-era East/West paradigm often used to analyse the development of these nations, this study analyses development along the North-South lines which characterise the migration patterns and poverty levels of much of the rest of the developed world. This opens up new avenues of research, and helps us understand why it is, for instance, that this region is better characterised as a 'new South' - as skilled workers flood out of the territories and into Russia and Western Europe. Development in Central Asia and the Caucasus draws together detailed analyses of the development of migration economics as the region's oil wealth further enhances its strategic and economic importance to Russia, the US, the Middle East and to the EU.
