Book excerpt: Depuis une vingtaine d'années, les problèmes liés aux déchets revêtent un intérêt majeur dans la société, car les déchets ne cessent de croitre en quantité et en nocivité. Si globalement l'élimination des déchets banals est relativement bien maitrisée, les effets induits sont loin de l'être pour la fraction à risque. C'est donc en termes de risques induits que nous analysons, dans le cadre de cette recherche le problème des déchets urbains. La notion de risque telle que nous l'entendons ici fait intervenir des éléments d'ordre technique et d'autres à caractère plus sociaux. Ces deux aspects sont à la base de la définition du concept de risque. Ainsi donc, après avoir identifié les déchets urbains et défini le concept de risque, nous proposons une méthode d'approche et d'évaluation du risque basée à la fois sur la dimension objective et celle qui est perçue par les usagers de l'espace urbain. Dans ce contexte, gérer le risque propre aux déchets urbains passe par la mise en place d'une politique globale de gestion des risques urbains faisant intervenir de multiples acteurs aux logiques antagonistes. L'expérimentation de la méthode sur une catégorie de déchets : les déchets médicaux diffus issus des professionnels de santé en exercice libéral dans le Grand Lyon nous permet d'annoncer deux résultats importants : le risque perçu est surestimé et les risques réels faibles. Dans ces conditions, gérer le risque revient à déclencher : - en amont un mécanisme de précaution, - en aval un mécanisme de réparation.

L'analyse factorielle met en évidence une prise de conscience des populations en faveur du jeter utile et propre. Cependant la politique de valorisation liée au recyclage et à la gestion rationnelle des rebuts atteint aujourd'hui ses limites, dans la mesure ou les matières triées en aval des systèmes de collecte ne trouvent pas facilement leur voie. D'autre part, le recyclage ne garantit pas toujours un écobilan positif car l'évacuation des résidus est une source importante de pollution. Deux approches nous apparaissent fondamentales: la valorisation agricole et la valorisation énergétique. Après avoir rappelé les principes de la valorisation agricole, nous avons étudié le devenir du compostage des déchets urbains de l'usine d'Auquemesnil (Seine-Maritime), et la valeur agronomique des boues de la Compagnie Générale des Eaux (CGE Eure). La valorisation énergétique provient surtout de la technique de transformation par incinération. L'étude a porté sur un exemple concret de valorisation énergétique de granulats solides d'ordures ménagères. Mais les débouchés sont inexistants du fait de l'acidité des fumées en contradiction avec les nouvelles directives européennes. Le piégeage du chlore par thermolyse nous apparaît comme une voie possible de recherche. Le processus industriel final devrait permettre a terme, de produire un combustible liquide, stockable, et débarassé de ses éléments polluants

It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
